SUMMARY
The San Diego County Office of Emergency Services, who administers the State
Homeland Security Program (SHSP), has notified the City of the fiscal year 2009 SHSP
award in the amount of $214,330. The State Homeland Security Program is designed to
improve domestic terrorism preparedness of state and local governments by addressing
equipment, training, exercises and planning needs.
El\'VIRONMENT AL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) 'and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary,

The fiscal year 2009 State Homeland Security Program (SHSP) provides funding for the
continued development of readiness and operational response capacity of Police, Fire and
Public Works personnel. Funds allocated by the fiscal year 2009 SHSP will permit the
Police, Fire and Public Works Departments to purchase equipment that will complement
existing equ.iRl11enL~onfigurations that were purchased with previous Homeland Security
funus. SHSP grant administrators from the California Emergency Management Agency
(CaIEMA) have~approved the expenditure' plan of equipmenCplanrung and training needs
of the City. The spending plan was submitted in advance of funding approval in
accordance with grant requirements. Grant funds are restricted in how they can be spent
and cannot supplant normal budgetary items for the City. The specific spending plan is as
follows:
Equipment
The fiscal year 2009 SHSP funds will purchase communications, protection, detection
and computer equipment in the amount of $184,330 that will be used by the City's first
responders and Emergency Operations Center (EOe) personnel. Equipment funds have
been allocated to EOe to purchase an equipment trailer, mobile data computers, video
monitors and maintenance costs for regional communications interface system. The
Police Department will purchase chemical suit ensembles and tactical vests to
complement the existing inventory of protective equipment for first responders.
Additionally, the Police Department will purchase equipment that will supplement
ongoing operational functions. The Fire Department will purchase laptop computers,
chemical detectors, a thermal imaging camera and portable radios to complement an
existing configuration of radio equipment and maintain regional communications
interoperability.
Planning
A part~time employee is funded in support of the EOC to develop and enhance plans and
protocols, including the developing/enhancing emergency operation procedures;
developing terrorism prevention/deterrence plans; developing plans, procedures and
requirements for the management of infrastructure and resources related to SHSP and
implementation of State or Urban Area Homeland Security Strategies; and
developing/enhancing border security plans. This position was funded by last year's
SHSP allocation and will continue to improve the City's disaster response capabilities.
This position will be eliminated at the end of the grant term unless additional funds are
identified to continue support of the position.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section I 8704.2(a)(1) is not applicable to this decision,
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of$30,000 to personnel
services, $136,330 to supplies and services and $48,000 to capital of the Federal Grants
Fund (fund 272), The funding from the U.S, Department of Homeland Security will
completely offset these costs, resulting in no net fiscal impact to the City.

WHEREAS, the fiscal year 2009 SI-ISP funds will purchase communications,
protection, detection and computer equipment in the amount of $184,330 that will be
used by the City's first responders and Emergency Operations Center personnel; and
WHEREAS, a part-time employee is funded $30,000 in support of the Emergency
Operations Center to develop and enhance plans and protocols.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula
Vista does hereby accept $214,330 from the U.S. Department of Homeland Security and
appropriate $30,000 to personnel services, $136,330 to supplies and services and .$48,000
to capital of the Federal Grants Fund.
