ORDINANCE NO. 2088
AN ORDINANCE OF THE CITY OF CHULA VISTA AMENDING
ZONING MAP OR MAPS ESTABLISHED BY SECTION 19.18.010
OF THE CHULA VISTA MUNICIPAL CODE REZONING 4.07 ACRES
OF SDG&E PROPERTY ON THE EAST SIDE OF I-5 AND NORTH
OF WALNUT AVENUE FROM R-3 TO I-L-P
The City Council of the City of Chula Vista finds as
follows:
That in accordance with the attached Negative Declara-
tion, IS-85-3 and the findings therein, the proposed rezoning will
not have a significant impact upon the environment, and the City
Council hereby certifies that the Negative Declaration was
prepared in accordance with the California Environmental Quality
Act of 1970, as amended.
The City Council of the City of Chula Vista does ordain
as follows:
SECTION I: That the Zoning Map or Maps established by
Section 19.18.010 of the Chula Vista Municipal Code be hereby
amended by adding thereto the following zoning changes:
That that certain property consisting of 4.07 acres of
SDG&E property located on the east side of Interstate 5
freeway and the northerly terminus of the 1100 block of
Walnut Avenue be, and the same is hereby rezoned from
R-3 (Multiple Family Residential) to I-L (Limited
Industrial) in accordance with Planning Commission
Resolution PCZ-85-A adopted on the 22nd day of August,
1984
pursuant to the provisions set forth in Section 19.12.020
governing the rezoning of property.
SECTION II: The City Council does hereby approve the
rezoning to I-L-P subject to the following changes in the precise
plan development standards listed in Planning Commission
Resolution No. PCZ-85-A:
1. Delete Standards 1, 9, and 10 and delete reference
to the trees on condition no. 6.
2. An 8-foot high solid wood fence plus a barbed wire
strand shall be erected along the northerly property
line prior to any site development.

3. An 8-foot high solid wood fence shall be erected
along the westerly and easterly property (lease)
lines.
4. Additional landscaping shall be required adjacent to
the I-5 freeway located westerly of the applicant's
fence either onsite or within the I-5 right-of-way.
The type and location of material shall be subject to
the approval of the City's Landscape Architect.
5. An 8-foot high solid fence shall be required near the
south property line with the actual location to be
determined in conjunction with the approved site plan
and landscaping plan. The site plan design shall
provide a landscaping and fence arrangement so as to
prohibit a direct view into the storage area while
driving north on Walnut Avenue.
6. Property owners have agreed with their neighbors, and
further agree with the City, that they will seed the
vacant portion of their property which is now a dirt
lot (2.76 acres). They further agree that they will
provide adequate drainage to protect neighboring
property.
7. Property owners further agree to place oleander
shrubs where missing along the north fence line and
to take reasonable measures to control dust during
future work on the property.
SECTION III: That any and all ordinances heretofore
adopted by the City Council of the City of Chula Vista concerning
zoning of said property be, and the same are hereby rescinded
insofar as the provisions therein conflict with this ordinance.
SECTION IV: This ordinance shall take effect and be in
full force on the thirty-first day from and after its passage and
approval.

PROJECT NAME: Walnut Avenue RV Storage & Rezoning
PROJECT LOCATION: Within the San Diego Gas & Electric power line easement,
east of Interstate 5 Freeway and north of the terminus of
Walnut Avenue
PROJECT APPLICANT: john W. Gardner and Bill Gretler

A. Project Setting
TIme project site consists of approximately 4.07 acres of land presently
within the San Diego Gas & Electric power line easement located east of
Interstate 5 and north of tile terminus of Walnut Avenue. The property was
previously utilized as a Christmas tree farm and numerous mature pine trees
currently remain. AdjaGent land uses consist of a mobilehome park to the
north, light industrial to the south, I-5 freeway to the west, and vacant
power easement to the east.
B. Project Description · -
The project consists of the rezoning of 4.07 acres from R-3 (Multiple
Family) to I-L (Limited Industrial) and the removal of existing on-site pine
trees for the development of a recreational vehicle storage facility. The
facility will have one single story office building (commercial coach) and
parking for 250 recreational vehicles.
C. Compatibility with Zoning and Plans
The proposed I-L zoning will permit the proposed RV storage facility and
is compatible with the "Limited Industrial" designation of the General Plan.'
D.Identification of Environmental Effects
1. Aesthetics
Numerous mature pine trees remain from the previous tree farm. One
difficulty facing the property owner, SDG&E, is the height of these trees
eventually conflicting with existing high voltage power lines. The applicant
proposes to remove all of these trees from the site but should consider
retaining some along tile boundary of Interstate 5 to serve as a visual buffer
for the storage area. The trees would require maintenance to prevent a
confl ict with existing power lines.
2. Drainage
The existing Site currently drains to the northwest onto the private
street system of the adjacent mobilehome park. The project site is unpaved
and currently accepts runoff from Walnut Avenue which eventually flows to an
open culvert at Interstate 5 freeway and the mobilehome park. Standard

engineering techniques will require the applicant to address on and off-site
drainage impacts that would result from project implementation. Development
plans will require approval of the City Engineer.
E. Findings of Insignificant Impact
1. There are'no significant manmade resources within the project area
and the existing trees on-site could create a safety hazard if
allowed to grow indiscriminantly.
2. The p~oposed rezoning and development is in conformance with the
general plan and will not achieve short term to the disadvantage of
long term environmental goals.
3. No impacts are anticipated to interact and cause a cumulative effect
on the environment.
4. The project will not create any source of significant hazard~ to
human beings as.a result of project implementation.
