ORDINANCE NO. 2078
AN ORDINANCE OF THE CITY OF CHULA VISTA AMENDING
TIT[.E 2 OF THE CHULA VISTA MUNICIPAL CODE BY ADDING
THERETO A NEW CHAPTER 2.02 RELATING TO CONFLICT OF
INTEREST
The City Council of the City of Chula Vista does ordain
as follows:
SECTION I: That Title 2 of the Chula Vista Municipal
Code be, and the same is hereby amended by adding thereto a new
Chapter 2.02 to read as follows:
CHAPTER 2.02 CONFLICT OF INTEREST.
Seco 2.02.010 Conflict of Interest Code.
Pursuant to Government Code Sections 87300 et seq.,
the City Council adopts the guidelines codified in
Sections 2.02.170 through 2.02.190 for its public offi-
cials. Said Government Code provisions require that
designated public officials file annual statements
disclosing reportable investments, interest in real
property and income. Nothing contained herein is
intended to modify or abridge the provisions of the
Governmental Conflict of Interest Act, Government Code
Section 1090 et seq-, or any other provisions of the law
pertaining to conflict of interest- This chapter shall
be interpreted in a manner consistent therewith.
Sec. 2.02.020 Designated officials.
The persons holding positions listed in this section
are required to file an economic disclosure statement
pursuant to state law. It has been determined that these
persons make or participate in the making of decisions
which may foreseeably have a material effect on finani-
cial interests. The designated persons are:
A. Board of Appeals;
B. Civil Service Commission;
C. Board of Ethics;
D. Environmental Control Commission;
E. Human Relations Commission;
F. Library Board;
G. Parking Place Commission;
H. Parks and Recreation;
I. Safety Commission;

J. City Attorney;
K. City Clerk;
L. Director of Finance;
M. Director of Public Safety;
N. Director of Building and Housing;
O. Director of Public Works;
P. Director of Parks and Recreation;
Q. Director of Planning;
R. Environmental Review Coordinator.
The statement to be filed by these designated persons
shall be in compliance with applicable Government Code
provisions and the regulations promulgated by the Fair
Political Practices Commission.
Sec. 2.02.030 Applicability to Other Persons.
A deputy or assistant of any of the persons designated
in Section 2.02.180 who is empowered to act in the place
of the person shall be subject to the provisions of
Government Code Section 87300 et seq.
In addition to those persons specified above, the City
Clerk in consultation with the City Attorney may require
the filing of an econc~ic disclosure statement by other
employees, consultants or members of commissions pursuant
to the provisions of Government Code Section 87300 et
seq. and the regulations promulgated thereto. The City
Council may also designate, by resolution, positions
which shall be required to prepare disclosure statements.
Sec. 2.02.040 Disqualification.
The provision of Government Code Section 87100 et seq.
and the regulations promulated thereto are hereby
incorporated into this Code. Designated persons shall
act in a manner consistent with said provision.
SECTION II: This ordinance shall take effect and be in
full force on the thirty-first day from and after its adoption.

AN ORDINANCE OF THE CITY OF CHULA VISTA AMENDING
CHAPTER 2.02 OF THE CHULA VISTA MUNICIPAL CODE
RELATING TO CONFLICT OF INTEREST GUIDELINES
By a unanimous vote on August 14, 1984, (Council-
woman McCandiiss was absent), the City Council
placed the ordinance on second reading and
adoption.
The present conflict of interest guidelines were
adopted in 1967. During the years, State law
has been amended in a manner that necessitates the
amendment to the Chula Vista guidelines. This
ordinance brings the guidelines into conformance
with the Fair Political Practices Act of 1974 and
lists those persons holding positions required to
file an economic disclosure statement pursuant to
State law.

Chula Vista, CA.
