SUMMARY
The California Office of Traffic Safety has awarded $177,666 to the Police Department
for the Sobriety Checkpoint Mini-Grant Program. The goal of the Sobriety Checkpoint
Mini-Grant Program is to reduce the number of victims killed and injured in alcohol-
impaired crashes.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
The California Office of Traffic Safety's (OTS) mission is to obtain and effectively
administer traffic safety grant funds to reduce deaths, injuries and economic losses

resulting from traffic related collisions. The Police Department has been awazded
various OTS grants, including the Serious Traffic Offenders Program (STOP),
Comprehensive Traffic Safety Program, DUI Enforcement Program, and Selective
Traffic Enforcement Program (STEP), which all enhanced the Traffic Unit by funding
new positions. Additionally, OTS administers mini-grants such as the Sobriety
Checkpoint Mini-Grant Program and Click It or Ticket, which funds traffic enforcement
operations on an overtime basis.
The Police Department has received funding from the California Office of Traffic Safety
for the Sobriety Checkpoint Mini-Grant Program. The goal of this program is to reduce
the number of victims killed and injured in alcohol-impaired crashes. The Department
has been approved to conduct up to 28 sobriety checkpoints during the period of October
1, 2009 to September 8, 2010. The grant period encompasses two national mobilization
periods. The Winter Holiday mobilization runs from December 16, 2009 to January 3,
2010, and the Labor Day mobilization runs from August 20, 2010 to September 6, 2010.
Additional checkpoints may be conducted outside of these mobilization periods. Each
sobriety checkpoint will be compensated on an overtime basis only.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IlVIPACT
Approval of this resolution will result in the acceptance of $177,666 of grant funding
from the California Office of Traffic Safety. Because the grant period crosses between
two fiscal years, $133,250 will be appropriated to the fiscal year 2009/2010 budget of the
Police Grant Fund and $44,416 will be included in the proposed fiscal yeaz 2010/2011
budget. The funding from the California Office of Traffic Safety will completely offset
the overtime costs incurred for the Sobriety Checkpoint Mini-Grant Program, resulting in
no net fiscal impact.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, the California Office of Traffic Safety has awarded $177,666 to the
Police Department for the Sobriety Checkpoint Mini-Grant Program; and
WHEREAS, the goal of the Sobriety Checkpoint Mini-Grant Program is to reduce
the number of victims killed and injured in alcohol-impaired crashes; and
WHEREAS, the Police Department has been approved to conduct up to 28
sobriety checkpoints during the period of October 1, 2009 to September 8, 2010; and
WHEREAS, each sobriety checkpoint will be compensated on an overtime basis
only; and
WHEREAS, the grant funds from the California Office of Traffic Safety will
offset the costs of conducting the sobriety checkpoints.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby accept $177,666 from the California Office of Traffic Safety and
appropriate $133,250 to the fiscal year 2009/2010 Police Grant Fund budget for the
Sobriety Checkpoint Mini-Grant Program.
