It contains the Charter and such of the ordinances of a general and permanent nature passed prior to December 19, 1960 as were found desirable for retention, except those expressly saved from repeal by the Adopt- ing Ordinance. The ordinances \vere codified, edited and indexed by the Editorial Staff of j\'Iichie City Publications Company of Los Angeles under the supervision of Jesse D. \-Vorley, James L. Jones and 1\. Cordorl Colley. The publishers wish to express their appreciation for the coopera- tion of all the city officials and employees during the preparation of this publication. Particular acknowledgment is due 1V1r. l\Tanuel L. Kugler, City Attorney, for his assistance during the progress of the work. A feature to \\rhich the attention of the user is directed is the ar- rangement of the chapters in alphabetical order. Attention is also directed to the analysis preceding each chapter, which in many in- stances will serve as an index \\'ithin itself. The general index. carried at the end of the Code, has been carefully prepared, and should serve as an accurate medium for locating the individual sections of law within the Code. In the footnotes appearing throughout the Code will be found references to the Charter and the applicable state law. These notes also contain cross references to other and related pro- visions in the City Code itself. By reference to the historical citations~ appearing at the end of each section, the user wil1 he able to ascertain the ordinance from which the present section has been derived. It is a recognized fact that if any city coele is to accomplish its in- tended purpose it must be kept up to date hy means of an adequate supplemental service. Accordingly, the publishers point out the ad- visability and necessity of keeping this Code current. The new City Code is presented to the officials and citizens of the City of Chula Vista in the belief that it will merit their approval. MICT! TI~ CITY PCBLlCATIOXS COJ\TI'ANY OF Los i\.~Gr.u;s Adoption of Code ORDINANCE NO. 753 An ordinance of the City of Chub Vista, California adopting a revision and codification of the ordinances of the City of Chula Vista entitled "The Code of the City of Chula Vista, California", providing for the repeal of certain ordinances not included therein with certain exceptions, providing a penalty for violation thereof, and for other purposes hereinafter set out. TIlE CITY COUNCIL OF TIlE CITY OF CHULA VISTA DOES HERE- BY ORDAIN AS FOLLO\VS: Section 1: There is hereby adopted by the City Council that cer- tain Code entitled "The Code of the City of Chula Vista" contain- ing certain ordinances of a general and. permanent nature as com- piled, consolidate, codified and indexed in the follO\ving chapters. namely Chapters 1 to 33, both inclusive, of \vhich Code not less than three copies have been and are now filed in the office of the City Clerk and whlch is hereby referred to and adoptecl by reference as if incorporated and set out at length in this ordinance. Section 2. The provisions of such Code shall be in force on and after }'Iay 4, 1961, and a11 ordinances of a general and permanent nature in force on December 19, 1960, and not contained in such Code are hereby repealed frotH and after 1\1ay 4. 19(J1, except as hereinafter provided. Section 3. Powers and dutieo:. 6 Supp. I J-GI ORDINANCE NO. 753 AN ORDINANCE OF THE CITY OF CHULA VISTA, CALIFORNIA ADOPTING A REVISION AND CODI- FICATION OF THE ORDINANCES OF THE CITY OF CHULA VISTA ENTITLED nTHE CODE OF THE CITY OF CHULA VISTA, CALIFORNIAn, PROVIDING FOR THE REPEAL OF CERTAIN ORDINA1'lCES NOT IN- CLUDED THEREIN WITH CERTAIN EXCEPTIONS, PROVIDING A PENALTY FOR VIOLATION THEREOF, AND FOR OTHER PURPOSES HEREINAFTER SET OUT. THE CITY COUNCIL OF THE CITY OF CHULA DOES HEREBY ORDAIN AS FOLLOWS: section 1. There is hereby adopted by the City Council that certain Code entitled "The Code of the City of Chula Vista" containing certain ordinances of a general and permanent nature as compiled, consolidated, codified and in- dexed in the following chapters, namely Chapters 1 to 33, both inclusive, of which Code not less than three copies have been and are now filed in the office of the City Clerk and which is hereby referred to and adopted by reference as if incorporated and set out at length in this ordinance. section 2. The provisions of such Code shall be in force on and after May 4, 1~61, and all ordinances of a gen- eral and permanent nature in force on December l~, 1~60, and net contained in such Code are hereby repealed from and after May 4, 1~51, except as hereinafter provided. section 3. The repeal provided for in the preceding sectio~ ot this ordinance shall not affeot any offense or act committed or done or any penalty or forfeiture inourred or any contract or right established or accruing before May 4, 1~61; nor shall such repeal affect any ordinance or resolution promising or guaranteeing the payment of money for the city or authorizing the issue of any bonds of the city or any evi- dence of the city's indebtedness or any contract cr obliga- tion assumed by the city; nor shall such repeal affect the edministrative ordinances or resolutions of the council not in conflict or inconsistent with the provisions of such Code; ncr shall it affect the annual tax levy; nor shall it affect any right or franchise confsrred by ordinance or resolution cf the city on any person or corporation; nor shall euch re- peal affect any ordinanc$ or resolutions relating to traffic; nor shall it affect any ordinance annexing territery to the city; nor shall it affect any ordinance naming, opening, accepting or vacating streete or alleys in the city; nor shall it affect any proseoution, suit or proceeding pending or any judgment rendered on or prior to May 4, 1951; nor shell it affect any ordinance passed after December 19, 195~. section 4.
