HomeMy WebLinkAboutOrd 1995-2637 ORDINANCE NO. 2637 AN URGENCY ORDINANCE OF THE CITY OF CHULA VISTA AMENDING SECTION 2.05.010 TO ADD TWO UNCLASSIFIED BORDER ENVIRONMENTAL BUSINESS CLUSTER FULL-TIME POSITIONS WHEREAS, on June 27, 1995, Council appropriated the FY 1995/96 (Year 1) Border Environmental Commerce Alliance (BECA) budget in the amount of ~956,536; and WHEREAS, this appropriation included three separate budgets in the City's contract with the Economic Development Administration (EDA), the program's primary source of funding; and WHEREAS, the Border Environmental Business Cluster (BEBC) is one initiative of the City's BECA program; and WHEREAS, staff is recommending that the REBC be directly administered by the City; and WHEREAS, therefore, staff is requesting that the BEBC Manager and BEBC Administrative Assistant/Office Manager positions be authorized and that the existing employees be transferred into the two newly created positions; and WHEREAS, staff is requesting that the ordinance take effect immediately upon first reading if Council approves by a four-fifth's vote; and WHEREAS, the thirty day period normally required for an ordinance to take effect will cause serious programmatic impacts and could result in the loss of the current BEBC staff; and WHEREAS, the urgency action ensures that the already hired BEBC staff will receive their paychecks in a timely manner and that expenses associated with the operation of the BEBC can be reimbursed to the City by the EDA. NOW, THEREFORE, The City Council of the City of Chula Vista does hereby ordain as follows: SECTION h That Section 2.05.010 of the Chula Vista Municipal Code is hereby amended to read as follows: 2.05.010 Unclassified positions established, In addition to those unclassified positions specifically delineated in Section 500 of the Charter of the City, there are established the unclassified positions entitled deputy city manager, assistant to the city manager, deputy city clerk, assistant fire chief, assistant director of planning, assistant director of finance, assistant director of personnel, assistant director of building and housing, city Ordinance No. 2637 Page 2 engineer, director of management services and information services, redevelopment coordinator, housing coordinator, transit coordinator, assistant director of community development, deputy director of public works/city engineer, public information coordinator, traffic engineer, deputy director of public works/operations, budget manager, revenue manager, assistant director of management services and information services, assistant library director, police captain, special planning projects manager, assistant to the Mayor and Council and border environmental business cluster manager and border environmental business cluster administrative assistant/office manager. SECTION Ih This ordinance shall take effect and be in full force immediately upon first reading and adoption if approved by a four-fifth's vote.
