ORDINANCE NO. 2425
AN ORDINANCE OF THE CITY OF CHULA VISTA CREATING THE
CHULA VISTA INTERAGENCY WATER TASK FORCE AND ESTABLISHING
THE FUNCTIONS AND DUTIES THEREOF
WHEREAS, in May 1989, the City Council formed the Chula Vista Ad Hoc
Water Task Force for the purpose of studying water related issues facing the
City of Chula Vista and to make recommendations to the City Council regarding
water related matters; and
WHEREAS, said Task Force has received presentations from leaders and
staff members from all major water related agencies in Southern California
since the date of its commission; and
WHEREAS, said Task Force has, at the City Council meeting of June 19,
1990 (Item 4b) reported back to the City Council with regard to its
recommendations which were contained in a report from said Task Force dated
May, 1990 entitled "Recommendations Report to Chula Vista City Council", a
copy of which is on file in the office of the City Clerk of said City; and
WHEREAS, said Task Force has recommended the formation of a Chula Vista
Interagency Water Commission to deal with local water related issues; and
WHEREAS, at the City Council meeting of June 19, 1990, the City Council
did direct staff to study and report back on the the formation of said
Commission; and,
WHEREAS, staff has advised the City Council that the Charter, Section
602(d) requires that all commission members be qualified electors of the City
of Chula Vista, and that to implement the "interagency" aspect of the Task
Force's recommendation, it may be the desire of the articipatin agencies
that their designated representatives not be qualified eVectors of ~e City of
Chula Vista; and,
WHEREAS, according, the City Council designates the nature of the group
herewith formed as a task force, independent of the original Chula Vista Ad
Hoc Water Task Force;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHULA VISTA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION I: Chapter 2.72 is hereby added to the Chula Vista Municipal
Code, which chapter shall read as follows:

Sec. 2.72.010 Creation; Appointment of Members; Term; Quorum; Rules and
Regulations.
1. There is hereby created a Chula Vista Interagency Water
Task.Force. The Task Force shall consist of five (5) voting
members and two (2) initial ex-officio (non-voting) members and
such other ex-officio members as the City Council may appoint.
2. Ex-officio members shall be entitled to deliberate, and
participate in the deliberations of the Task Force, but shall not
be entitled to vote on matters before the Task Force.
3. Of the Voting Members, two shall be representatives of, and
members of the City Council of the City of Chula Vista and
appointed by the City Council ("Council Representatives"), one
shall be a representative of the general public of, and qualified
elector of the City of Chula Vista and appointed by the City
Council ("General Public Representative"), one shall be a
representative of the Sweetwater Water Authority ("SWA") and
appointed by their board of directors ("SWA Representative"), and
one shall be a representative of the Otay Municipal Water
District ("OMWD") and appointed by their board of directors
("OMWD Representative").
4. The term of the Council Representatives shall be co-extensive
with their term of Council office, the term each of the other
members shall be for four years, except that the initial
appointment of the SWA Representative, the OMWD Representative
and the General Public Representative shall be initially
appointed for a two-year term. In the event that SWA or OMWD
shall fail or refuse to select representatives, the Task Force
shall conduct its business with that office vacant and the quorum
requirement shall be reduced accordingly. Each member shall
serve until his successor is duly appointed and qualified. All
vacancies shall be filled by the appointing authority of the
representative of the office vacated.
5. No member shall be appointed to more than two full four-year
terms on the Task Force. An appointment to less than a full four
year term, as in the case of an appointment to fill a vacancy,
shall not preclude the appointment to two full four-year terms.
The office of any Task Force member absent without excuse by the
Task Force on three successive regularly scheduled meetings shall
be deemed vacant.

6. The City Manager or his designee shall act as secretary to the
Task Force.
7. The Task Force shall select a Chairman from its membership
annually in the month of July.
8. Three members shall constitute a quorum for the transaction of
business. Otherwise, the Task Force shall adopt reasonable rules
and regulations for carrying out all the functions and duties of
the Task Force and governing its meetings. All reports and
recommendations shall be made in writing. All officers and
department heads shall cooperate with and render reasonable
assistance to the Task Force.
Sec. 2.72.020 Functions and Duties.
A. It shall be the function of the Task Force to investigate, study and
make recommendations to the City Council relating to water related
matters. The primary objective of the Task Force shall be to make
recommendations with the goal of assuring an adequate and high
quality supply of water for the current and future residents of the
City of Chula Vista.
B. The duties of the Task Force shall be:
1. To make recommendations as to how the City of Chula Vista may
become more proactive in state and regional water related issues.
2. To make recommendations to the City Council as to how the City
and the various water purveyors may integrate their long and
short term master and general plans for development.
3. To make recommendations to the City Council and to appropriate
Water Boards as to the establishment of ordinances, policies and
guideline manuals for the implementation of water conservation
and other water related measures.
4. Upon the adoption of specific policies in regard to water related
issues by the City Council, the Council Representatives on the
Interagency Water Task Force shall use said specific policies as
primary guidance for their actions on said Interagency Water Task
Force.
5. To recommend to the City the establishment, with implementation
plans, of a new water use and conservation ethic and to recommend
to the City means for implementing same.
6. To study and recommend to the City Council a water threshold as
part of the Growth Management Plan.

7. To develop, study and recommend a Water Master Plan, and any
related action or implementation plans, to ensure an adequate
water supply and to ensure that Chula Vista has adequate storage,
treatment and transmission facilities and that they are
constructed concurrently with future development, which Water
Master Plan should contain standards which include reference to:
(a) Water Quality
(b) Water Reclamation Programs
(c) Water Conservation Programs
(d) Emergency Water Storage Supply
(e) Water Pressure
(f) Water Distribution
8. Such other and further matters as have been or may, from time to
time be, assigned to the Task Force by the City Council.
Sec. 2.72.030 Meetings.
The Interagency Water Task Force shall hold at least one regular meeting
each quarter year on the day and at the time and in the place that it _
shall designate by resolution and/or by bylaw and such special meetings
as the Task Force may require. Said meetings shall be subject to all
requirements of state and local laws governing notice and open meetings.
SECTION II: This ordinance shall take effect and be in full force on the
thirtieth day from and after its adoption.
