HomeMy WebLinkAboutOrd 1990-2413 NOT APPROVED ORDINANCE NO. 2413 AN ORDINANCE OF THE CITY OF CHULA VISTA ADDING SECTION 8.24.195 TO THE CHULA VISTA MUNICIPAL CODE RELATING TO REDUCED RESIDENTIAL CURBSIDE RECYCLING COLLECTION RATES The City Council of the City of Chula Vista does ordain as follows: SECTION I: That Section 8.24.195 is hereby added to Chapter 8.24 of the Chula Vista Municipal Code to read as follows: Sec. 8.24.195 Reduced Residential Curbside Recycling Collection Rates. The City Council considers that recycling is a community responsibility critical to effective waste management and overall environmental sensitivity, and that a residential curbside recycling program meets the established City policy of designing recycling programs with attention to public convenience. The City Council also finds and declares that senior citizens and low income households may be financially burdened households which have difficulties securing the basic necessities of life. Therefore, it is the intent that a method be provided which would result in a reduced collection charge for such citizens, thereby assisting the household and providing a participation incentive. A. This reduced rate shall apply to a senior citizen (62 years and over) or a low income household which meets the total annual gross income criteria used by the City for determining reduced sewer service-charges. B. The reduction shall be set at 30% of the established charge per household per month, rounded to the nearest 5 cents. (For example, a 30% reduction of $1.25/month charge would be $.375 or rounded to $.40, leaving a reduced monthly rate of $.85.). C. The reduced rate shall be included in the household's quarterly refuse collection bill which is billed in advance of the service. D. Senior citizens who apply for reduced residential refuse collection charges and self-regulate their own trash collection costs through the purchase of colored trash bags directly from the Sanitary Ordinance No. 2413 ' Page 2 Service do not receive a refuse collection bill. Those senior citizens will receive the reduced residential curbside recycling rate for six months as part of the purchase of the color coded trash bags which are planned to last one-half year for maximum discount value. With the initiation of the curbside recycling program, all senior citizens currently purchasing the colored trash bags will be notified of the change. E. Occupants of premises subject to a curbside recycling charge may request a reduction due to low income by filing a completed City application form at any time. Upon certification of eligibility by the Director of Finance, the Sanitary Service will be notified to reduce the recycling charge in time for the next regularly scheduled billing cycle. F. This reduced rate program for senior citizens and low income households shall become effective January l, 1991 or at a later date which signals the implementation of the residential curbside recycling program. SECTION II: This ordinance shall take effect and be in full force on the thirtieth day from and after its adoption. Presented by Approved as to form by Stephanie Popek Bruce M.
