HomeMy WebLinkAboutReso 2009-129RESOLUTION NO. 2009-129 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROPRIATING ADDITIONAL FUNDS TO THE "OTAY LAKES ROAD WIDENING IMPROVEMENTS FROM CANYON DRIVE TO TELEGRAPH CANYON ROAD / LA MEDIA (STM-355)" PROJECT FROM THE AVAILABLE TRANSPORTATION DEVELOPMENT IMPACT FUNDS BALANCE WHEREAS, during fiscal year 2004/2005, the City Council approved the appropriation of $900,000 to begin the preliminary design and investigation work for the Otay Lakes Road (OLR) Widening from Canyon Drive to the intersection of Telegraph Canyon Road to ease traffic congestion and meet the City's Growth Management Oversight Committee thresholds; and WHEREAS, with further traffic studies, City staff discovered the need for additional improvements on East H from the Southwestern College entrance to the Bonita Vista High school entrance (Bazon Way) to achieve the project objective; and WHEREAS, right-of--way is a formidable task within this project because it requires acquisitions from Bonita Vista High School Unified School District, Southwestern College, Church of Latter Day Saints, College Plaza -Retail Center, US Department of Defense, Navy Housing and Charter Point Homeowner's Association; and WHEREAS, this project has the added issue of San Diego Gas and Electric (SDG&E) easements within the project limits with prior rights and this means that the City's franchise agreement does not apply and that the City will have to pay for the relocation of SDG&E's existing facilities and new easements; and WHEREAS, the total project estimate, including all three phases of work, is $12.5 million; and WHEREAS, the design of the total project is about 80% done. The budget to date is $900,000 of Transportation Development Impact funds (TDIF); and WHEREAS, staff is requesting an additional appropriation of $500,000 to complete the design and to initiate negotiations for utility and right-of--way of the total project: and WHEREAS, the project is proposed to be broken into three phases in order to comply with the TDIF cash flow requirements and urgency of improvements; and WHEREAS, there is no impact to the General Fund, as there aze sufficient funds in the TDIF balance for this project. Resolution No. 2009-129 Page 2 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the appropriation of additional funds to the "Otay Lakes Road Widening Improvements from Canyon Drive to Telegraph Canyon Road / La Media (STM-355)" project from the available Transportation Development Impact Funds balance.
