HomeMy WebLinkAboutOrd 1989-2322 ORDINANCE NO. 23jl2 AN EMERGENCY ORDINANCE OF THE CITY OF CHULA VISTA AMENDING SECTIONS 2.04.020 AND 2.04.230 OF CHAPTER 2.04 OF THE CHULA VISTA MUNICIPAL CODE RELATING TO THE TIME OF COUNCIL MEETINGS AND ORAL COMMUNICATIONS The City Council of the City of Chula Vista does hereby ordain as follows: WHEREAS, the City Council finds that it is necessary to adopt this ordinance as an emergency item because current procedures have resulted in inordinately long Council meetings adversely impacting the ability of the public to participate in matters of public interest. SECTION I: That Sections 2.04.020 and 2.04.230 of the Chula Vista Municipal Code ares hereby amended to read as follows: Sec. 2.04.020 Meetings-Time and place. Pursuant to the provisions of Section 306 of the Charter, the council shall hold regular meetings in the council chambers of the Civic Center, 276 Fourth Avenue in the city, or in such other place as may be determined by the council, on the first Tuesday of each month at four p.m. and on the second, third and fourth Tuesday of each month at ~ six p.m. However, ~egular meetings shall commence one-half hour prior to the above stated time for the purpose of closed sessions only at those meetings for which notice of such closed session is given on the agenda posted at least seventy-two hours prior to such meeting. When the day for any regular meeting of the council falls on a legal holiday, no meeting shall be held on such holiday. It shall be the general policy of the City Council to cancel any meetings in the last week of June and the first week of July, the Tuesday following the Thanksgiving holiday, the week prior to Easter, and the week of Christmas and New Year's. Any of these meetings may be reinstituted if necessary by a majority of the Council. Sec. 2.04.230 Addressing the Council-Individuals. Each person addressing the council on oral communications shall step up to the microphone, give his or her name and address in an audible tone of voice for the record~ and ~d~ / /f/~e/r/ / ~/~/ / ~ ~ / /~ / /b~ / iZ~e/ / ~t ~/ / ~ f f ~ ~ ~ shall limit his or her address to f~ three minutes. Persons addressing the Council items listed on the agenda shall Fmit their communication to five minutes unless further time is granted by the presiding officers. All remarks shall be addressed to the council as a body and not to any member thereof. No person, other than a councilmember and the person having the floor, shall be permitted to enter into any discussion without the permission of the presiding officer. SECTION II: This ordinance shall take effect and be in 5ull force and effect on September 12, 1989 if adopted by at least four affirmative votes of the City Council.
