PURPOSE
The purpose of this policy is to provide the guidelines and criteria for an
employee suggestion awards program titled PRIDE STARS - Saving Time and
Resources.
POLICY
It is the policy of the City to encourage employees to be .creative and innovative
in improving the efficiency and effectiveness of City operations, and to be open
to new and better ways of meeting the needs of our community.
If a suggestion is determined to save staff time, reduce budget expenditures or
increase revenue, then the employee(s) who presented the suggestion may be
given a cash award related to the net amount of funds generated.
SCOPE
This policy applies to all permanent City employees, except Elected Officials
and their staff. Executive and Senior Managers would not be eligible for formal
awards but would be encouraged to provide suggestions to improve the
efficiency and effectiveness of City operations.
DEFINITION
An eligible suggestion must propose to do one or more of the following:
· Eliminate useless operations, duplications, or safety hazards.
· Improve methods, procedures, service, working conditions, material
handling, security, safety, or work flow.

· Increase productivity, employee motivation, or life of tools and equipment.
· Provide new services or new methods.
· Streamline procedures, methods, and forms.
· Reduce equipment, errors, working space, steps, or waste.
· Save time, material, labor, money, or energy
. Improve service to the public
An ineligible suggestion includes one or more of the following:
· The suggestion represents a part of an employee's normal duties and the
employee has the authority to make the change.
· The employee's normal duties are budget, problem identification,
analysis and determination of solutions, unless the subject matter is
unrelated to the employee's normal work assignment.
· Suggestions concerning new facilities or programs within the first twelve
(12) months of operation.
· The suggestion is already under active consideration.
· The suggestion is a grievance relating to salaries, promotion, position,
classification, or personnel.
· The suggestion is a criticism of other employees or their performance of
work.
· The suggestion is related to collective bargaining.
· The suggestion is for standard items that have already been implemented
and practiced in the City.
· The employee is an active member of the PRIDE STARS Review
Committee.
PROCEDURE
A suggestion must be submitted on a PRIDE STARS Suggestion Form. Only
fully completed forms will be accepted.
· Completed forms may be submitted to the Human Resources
Department.
· Suggestions will be reviewed to determine eligibility, have a processing
number assigned and have suggestor(s) name(s) removed for evaluation
process.

.. Suggestion will be forwarded to the Finance Department (Budget
Division) to complete a review of the applicability of the suggestion with
the appropriate department.
.. Affected department and Department Head will complete a review and
provide a recommendation to the Review Committee.
.. Completed reviews will be presented to the PRIDE STARS Review
Committee for final recommendation.
.. Coordinator will notify applicant(s) of outcome of suggestion.
.. Coordinator will process and ensure suggestor receives any formal
recognition or cash award.
Identical or Similar SUQQestions
If identical or similar suggestions, or nominations for identical or similar
suggestions, are received, the suggestion/nomination received first will receive
preference. If the suggestions or nominations are received the same day, any
cash award will be divided equally among the employees.
Collaboration I
If two or more employees have signed the same Suggestion Application Form,
or are nominated for a Team Suggestion, and the suggestion is adopted, any
award amount will be divided equally among those signing the application form
or listed on the nomination form. The award amount for a group suggestion will
be between $200 and $7,500.
Cash Awards
.. Direct savings are those that can be realized in a department's budget.
Suggestions are eligible for cash awards if they are approved and adopted
and result in a verified "direct savings". The award amount for direct
savings is 10 percent (10%) of the total net savings during the 12-month
period following implementation.
- Net savings for suggestions will be calculated by taking into
consideration the cost of implementing the suggestion from the
gross savings.

- Net savings for suggestions that have ongoing annual implications
will be determined by subtracting the total cost of implementing the
suggestion from the gross savings.
- All savings must be verified by the affected department and the
Finance Department, and the award must be approved by the
Committee.
· Indirect savings are those which are not realized in a department's budget,
but do show a savings in employee time. For example, an employee will be
able to perform more tasks due to the suggested time efficiencies.
· Adopted suggestions resulting in "Cost Avoidance" are eligible for a cash
award. The award amount for cost avoidance savings is 5 percent (5%) of
the total net savings during the 12-month period following implementation.
· The minimum arid maximum awards for individual suggestions are $100
and $5,000, respectively. All cash awards are subject to taxation and
are treated as income.
Non-Cash Awards
· Adopted suggestions which result in intangible improvements, or do not
meet the $100 minimum cash award, may be eligible for awards or
recognition other than cash.
Procedures for Non-adopted SUQQestions
· Suggestions not adopted within two years of the evaluation date will be
closed and receive no further consideration. A written. request for a two-
year extension may be made by an employee within 30 days of the end of
the initial two-year period.
All Decisions are Final
. The PRIDE STARS Review committee will make the final determination
whether an award will be made and the amount of award. Final committee
decisions are not subject to grievance or appeal.

Annual Audit
The City's Finance Department (Budget Division) will audit the PRIDE STARS
program on an annual basis.
RESPONSIBLE PARTY
The Pride Stars Review Committee shall be convened on an as-needed basis
and include those individuals who best represent the suggestions being
reviewed. Fixed members of the committee will include:

SUBJ: Airport Update
1. Destination Lindbergh has been accepted for
distribution and public comment. It does three main things.
-emphasizes building out Lindbergh to full potential.
-northside development to include terminals and
Transportation center.
-permits near term southside terminal expansion.
2. Terminal Development Plan for the expansion of
Terminal 2 West to include 10 new gates and airport
improvements of taxiways, parking aprons, 2 level roadway
at Terminal 2 has been approved for design through a
Design-Build Contract.
3. Although airport revenue is down this fiscal year,
expenses have decreased. As of March 1 5t, operating
revenue is almost the same as FY08, with expenses only
about $1 million higher for a net of$14.5 million versus
$15.5 million last year. Passenger enplanements are down
8%.
4. There isn't any new information regarding NASNI and
Imperial Beach land use issues. The new AICUZ is due out
