ROLL CALL: PRESENT: Members Fox, Horton, Moore, Rindone, and Chairman Nader ALSO PRESENT: John D. Goss, Director; Bruce M. Boogaard, Agency Atrorney; and Beverly A. Authelet, City Clerk 2. APPROVAL OF MINUTES: March 4, March 16, April 13, April 27, and May 4, 1993 MSUC (MoorefftLindone) to approve the Minutes of March 4, March 16, Apr~ 13, April 27, and May 4, 1993 aa presented. CONSF2~ ~AR 3. RESOLUTION 1329 GRANTING A ~RARY LAND USE PERMIT FOR FUNTASTIC SHOWS CARNIVAL AT THE CHULA VISTA SHOPPING CENTER, JUNE 10 THROUGH JUNE 13, 1993 -- Funtastic Shows proposes to have a carnival at the Chula Vista Shopping Center which requires a Temporary Land Use Permit. Staff recommends approval of the resolution. Pulled from the Consent Calendar. Agency Attorney Boogaard informed the Agency that several conditions had been added to the resolution regarding insurance, indemnity, hours of operation, and police security. RESOLUTION 1329 OFFERED BY MFAMBER HORTON, reading of the text was waived. Mayor Nader questioned whether the hours listed included set-up and take-down. David Gustafson, Assistant Director of Community Development, stated they were the hours of operation and the set-up and take-down would be in addition. Joe Dotson, President, Funtastic Shows, stated they would set-up Wednesday at 8:00 a.m. and would complete set-up by 5:30 p.m. They would operate on Thursday, Friday, Saturday, and Sunday. Generally the take-down would start at 8:00 p.m. and they would be finished by 1:00 a.m. Chair Nader stated he had received complaints on a previous carnival regarding the noise associated with the take-down during the late night and early morning hours. Mr. Dotson stated they would be located on the 'H~ Street side and the residences were on the 'I" Street side. Trucks would be brought in at approximately 7:00 p.m. and would stay at the backside until they left on Monday which was generally 9:00 a.m. Chair Nader questioned whether there would be a problem if that requirement was added to the conditions. Mr. Dotson responded that would be acceptable. Minutes June 1, 1993 Page 2 AMENDMENT TO MOTION: (Nader/Horron} to add a condition that would require the ~'ucks to enter/leave on the 'H' Street side and that between 10:00 p.m. on Sunday, June 13, 1993 and 8:00 a m on Monday, June 14, 1993 there would not be movement in and out of the carnival. Mr. Dotson questioned whether the motion was limited to the 'I' Street side. Chair Nader responded that he did not want activity overnight and if they left at 9:00 a.m. the next morning 'H" Stl-eet was acceptable. Member Rindone informed Council that Funtastic Shows had agreed to pay for two officers to be assigned to the carnival each night for security. ADJOURNMElqT ADJOURNMENT AT 9:10 P.M. to a joint meeting of the Redevelopment Agency/City Council will be held on Tuesday, June 15, 1993 at 6:00 p.m., immediately following the City Council meeting, in the Council Chambers, Public Services Building.
