Sweetwater Authority has an existing water tank within Lot A, (an open space
lot) of Hidden Vista Village Map No. 10051. The Subdivision Improvement
Agreement dated March 19, 1981 states that the City shall grant an easement to
the South Bay Irrigation District for access to this tank.
RECOMMENDATION: That the City Council grant access and uti 1 ity easement to
the South Bay Irrigation District and direct the Mayor to execute said
easement on behalf of the City.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
Item #7 of the Supplemental Subdivision Improvement Agreement for Hidden Vista
Village dated March 19, 1981 between the City and Watt Industries provides for
the City to grant to South Bay Irrigation District an access easement across
Lot A to their water tank. The Sweetwater Authority has further requested
that the easement be expanded to allow installation of a water line and other
utilities within its boundaries.
The developers of Hidden Vista Village, Financial Scene, have indicated that
they support this modification of the easement to allow the additional
facilities to be installed.
The subdivider's engineer, McCabe Engineering, surveyed the access road as
constructed and has prepared a legal description for an easement to contain
the road along with the water line and other necessary utilities.
The easement runs from the Sweetwater Authority's Lynwood Hills tank to
Moonvi ew Dri ve. In conjunction with another Sweetwater Authority project, the
construct i on of its Bonita Reservoi r just north of the boundary of Hi dden
Vi sta Vil1 age, a modi fi cat i on of the Moonvi ew Dri ve sect i on and a 1 i gnment is
bei ng considered. A separate report on that proposal wi 11 be submitted to
Council shortly.
A provision of this easement provides for its reV1Slon to meet the westerly
right-of-way line of Moonview Drive at such time as that street modification
may be accomplished.
