CALL TO ORDER

2. APPROVAL OF MINUTES: January 23, 1996

PUBLIC HEARINGS AND RELATED RESOLUTIONS AND ORDINANCES
3. pUBLIC HEARING TO CONSIDER ORDINANCE 2662 ADDING SECTION 2.43 TO THE CHULA
VISTA MUNICIPAL CODE TO ESTABLISH SUCCESSOR REDEVELOPMENT PROJECT AREA
COMMITTEES TO OPERATE UNDER AUTIIOR1TY OF, AND IN ACCORDANCE WITH RULES
ESTABLISItED BY THE CITY OF CHULA VISTA TO SERVE AS LOCAL REDEVELOPMENT PROJECT
ADVISORY BODIES~-The Agency adopted Resolution 1309 on 3/16/93 approving revised roles and functions for
the Town Centre, Otay Valley Road, and Southwest Project Area Committees in response to permit streamlining
recommendations by the Economic Development Commission. The revised roles and functions were contemplated
and approved in order to facilitate a more business friendly environment for business development. At its 08/17/93
meeting, the City Council/Redevelopment Agency advised additional action would need to be taken in order to
formally incorporate all Project Area Committees into the "family" of Boards and Commissions. Staff determined
the most appropriate way to implement this action is to have the proposed ordinance adopted. Staff recommends
the Public Hearing be continued to a date and time certain, that being February 20, 1996 at 6:00 p.m., immediately
following the City Council meeting. (Community Development Director)
ORDINANCE 2662 ADDING SECTION 2.43 "PROJECT AREA COMMITTEES" TO THE CHULA VISTA
MUNICIPAL CODE TO ESTABLISH SUCCESSOR PROJECT AREA COMMITTEES OPERATING
UNDER THE AUTHORITY OF THE CITY OF CHULA VISTA TO SERVE AS LOCAL
REDEVELOPS{ENT PROJECT REVIEW ADVISORY BODIES RELATIVE TO REDEVELOPMENT
MATTERS AFFECTING THEIR RESPECTIVE PROJECT AREAS
Chris Salomone, Director of Community Development, informed the Members that staff reconunended that the
public hearing be continued to the regular meeting of the Agency on 2/20/96.
MSUC (Horton/Moot) to continue the public hearing to the meeting of 2120/96.

Member Rindone
Member Rindone questioned why the two meetings for the Redov~lopment Agency v4~re not combined into one
Mr. Salomone responded that they could have been combined. They had been set as two separate meetings to
separate the worksession from the regular Agency meeting. The regular Agency agenda was prepared when the
Member Rindone questioned what the reasoning was to scheduled the worksession in the Council Conference Room
rather than the Chambers.
Mr. Salomone stated that worksessions had traditionally been held in the Council Conference Room. They generally
had a more informal character.
Chair/Mayor Horton felt it was more appropriate for a worksession to be held in the Conference Room.
Member Rindone stated if held in the Chambers that information would be available to the rmblic.

on February 6, 1996, following the regular Council and the Joint Council/Agency meetings, in the City Council
Conference Room, City Hall Building.
