CALL TO ORDER
1. ROLL CALL:

3. ORDINANCE 2655 AMENDING CHAPTER 5.20 OF THE MUNICIPAL CODE TO ALLOW IN
CHULA VISTA ANY FORM OF GAMELING ALLOWED AT ANY OTHER LOCATION WITHIN THE
STATE SUBJECT TO APPROVAL OF AND QUALIFICATIONS UNDER A GAMBLING PLAN ADOPTED
BY RESOLUTION OF THE COUNCIL {second reading and adontlon) - It has come to the attention of the City
Attorney that the State has adopted SB100 which will become effective on and after 1/1/96 and which proports to
prohibit cities from amending their gaming ordinance to expand gaming in that jurisdiction for at least three years.
This prohibition on local control of gaming will probably be extended beyond 1999 if a comprehensive scheme for
the regulation of gaming is allowed in the State. Staff recommends Council place the ordinance on second reading
and adoption. (City Attorney)
Councilmember Moot stated it was his understanding that the gaming plan would be brought back to Council in
different stages.
Richard Emerson, Chief of Police, responded that there was a desire to have the gaming plan cardroom component
brought to Council before the end of the year. Staff would be looking at that, but were uncertain that it could be
completed in that short of a time frame. No other portion of the gaming plan would be brought forward at that
time.
Councilmember Moot stated that everything would then remain status quo for the foreseeable future except for some
changes to the existing cardrooms in Chula Vista.
Chief Emerson responded that was correct and there would be public hearings on anything that was brought forward
to Council for consideration.
ORDINANCE 2655 PLACED ON SECOND READING AND ADOPTION BY COUNCILMEMBER ALEVY,
reading of the text was waived~ passed and approved 4-1 with Padilia opposed.
