ROLL CALL: PRESENT: Councilmembers Moot, Padilla, Rindone, and Mayor Hotton ALSO PRESENT: Vicki C. Soderquist, Deputy City Clerk 2. INTERVIEWS AND DELIBERATIONS FOR CITY COUNCIL SEAT NUMBER 4. All applicants will be given 3 minutes to address the City Council. Mayor Hotton read a portion of Section 303 of the City Charter, Vacancies which stated "A vacancy in the office of any member of the City Council from whatever cause arising, shall he filled by appointment by the City Council....". The Charter had been voted on by the people and Council f~lt it was their guide, therefore, they would be interviewing all applicants. She requested that at the end of their time each applicant indicate whether they intended to seek election in 1996 or if they would make a promise to the Council and community that they did not intend to run at the next election. · Mary Salas - Would not seek election in 1996. · Philip Barney - Would not seek election in 1996. · George Brining - Would not seek election in 1996. · Ben Patton - Would not seek election in 1996. · William Tuchscher - Probably would seek reelection, would like the ability to put off the decision until some future date. · Evangelina Kujawski - Would not seek election in 1996. · Dennis RowIey - Not in attendance, submitted a written statement. · Frank Tarantino - Would not seek election in 1996, would not endorse a candidate for Seat #4 in the 1996 election, and would make available to all the candidates who were running for that seat what he had learned in the ten months served on the Council. · Scott Alevy - Would not seek election in 1996. He hoped he would be able to return tu the Parks & Recreation Commission after serving the interim period. · Joe Casillas - He would decline the appointment as he planned to seek the Council seat in 1996. Councilmember Rindone stated Council had exan~ined the issue of election versus appointment and Councilmembers had taken both sides. What had not been clarified was that the Charter clearly indicated that Council should make every attempt to appoint. If there was not a consensus on an applicant then an option to the Council would be calling an election. · Ray Estolano - Would not seek election in 1996. · Harold Coleman - Not in attendance, submitted a ,,'~ritten statement. · Warren Nielsen - Would not seak election in 1996. · Russ Hall - Would not seek electi~>n in 1996. · Tom Davis - Would not seek election in 1996. · Archie McAllister - Would not seek election in 1996, * * * Council recessed at 6:07 p.m. and reconvened at 6:22 p.m. * * * Minutes April 19, 1995 Page 2 ® Jose Doria - Would not seek election in 1996. ® Donna Hawk - She could not promise that she would not seek election in 1996. · Viviane Marquez - Would not seek election in 1996. · Jose Viesca - Would not seek election in 1996. · Ruben Elizalde - Would not seek election in 1996. · Suzanne Ramirez - Would not seek election in 1996. · Walter Fisher - Would not seek election in 1996. · Tom Shipe - Would not seek election in 1996. · John Ray - Would not seek election in 1996. · Frank Scott - Withdrew his application. · Susan Fuller - Would not seek election in 1996. Mayor Horton stated Council was faced with a very difficult decision because there were many well qualified applicants and she thanked everyone for applying and wanting to serve their community. She felt it appropriate that Council discuss the process and procedures to be utilized. Final interviews would be held on Saturday and she hoped the field could be narrowed down to not more than five final candidates. Councilmember Rindone stated the City was furtunate to have such a large number of qualified candidates and felt an error had been made in not televising the meeting. He further commended Councilmember Padilia in his tenacity to ensure that everyone that applied had the opportunity to address Council. He recommended that those called back be given a maximum of I5 minutes and there be an opportunity to question the finalists. Each Councilmember could indicate what issues they wanted the finalists to address. He wanted to see a focus on the fiscal issues of the Redevelopment Agency, the Bayfront, and have the candidate identify 1-2 critical issues. He felt a consensus should be reached on the length of time and scheduling betbre ~nalists were selected. Councilmember Moot limit 15 minutes would be an appropriate time. Since everyone had an opportunity to make a presentation to Council he felt they should concentrate on an interview process so each member of the Council would be able to ask specific questions that concerned them. If there were to be opening remarks he anticipated that they would be kept quite short and maybe confined to 1-2 issues the candidate felt were critical. Councilmember Padilia stated he concurred with his colleagues regarding a balanced interview. That would give the candidates an opportunity to speak to their priorities and how they rationalized those priorities and also to interact with members of the Cooncil. He f~lt that would allow free flowing discussion. Mayor Horton stated it was her understanding that the total interview would be approximately 15 minutes. The candidate could have an opening statement of not more than 5 minutes. She questioned how Council wanted to proceed in selecting the finalists. Councilmember Moot suggested that each Councilmember submit up to five names confidentially to the City Clerk. It would take at least two votes to qualify finalists. With that process Council would be assured that the candidate had the interest of at least two Councilmembers. Councilmember Padilia stated in terms of the final interview and appointment process he would have a problem with that method of voting and he requested that it be in the standard form. That would make everyone "stand and deliver" and talk about the individuals they supported. In the case of determining the finalisis he felt there was merit in a confidential vote and did not object to it. He felt it was important to offer individual names and have thorough discussion on the finalists. Councilmember Moot stated it was not his intent to get ahead of the game. His recommendation was to determine who would come back for interview, but not the process for selecting a final candidate. Minutes April 19, 1995 Page 3 Councilmember Rindone recommended Council submit up to five names and ask the City Clerk to calculate those confidentially and then announce any candidate receiving two or more votes, not who voted tbr them or the number of votes received. Councilmember Moot thanked everyone that applied. He noted that it was a humbling experience and not that long ago he was sitting where they all were. Councilmember Padilia also thanked all the applicants. He had advocated the position of letting all applicants address Council and felt the process had worked very well. Mayor Hotton stated Council had, by a majority vote, decided the appointment would be for the interim only. Council submitted their ballots to the Deputy City Clerk. * * * Council recessed at 7:10 p.m. and reconvened at 7:3l p.m. * * * Vicki Soderquist, Deputy City Clerk, announced the applicants receiving two or more votes were: Mary Salas, Frank Tarantino, Scott Alevy, Suzanne Ramirez, Susan Fuller, and Viviane Marquez. Mayor Horton stated the finalists would be interviewed on Saturday, April 20, 1995 at 12:00 noon.
