Macevicz, Chairman/Environmental Control Commission/Historical Site Board (4/5ths Vote: Yes No ) BACKGROUND At the adjourned regular meeting held March 13, 1980, the Director of Building and Housing submitted and discussed a report on energy conservation, stressing the importance of the City forming an "Energy Conservation Committee". The t4ayor suggested that the Environmental Control Commission be restructured, assigning energy conservation as a function, and renaming the Commission the "Environmental Quality and Energy Conservation Commission". The Council referred this proposal to the ECC for reaction. ENVIRONMENTAL CONTROL COMMISSION RECOMMENDATION: At the rescheduled re9ular business meeting of the ECC held Monday, April 7, 1980, a motion carried 5-0 (with Commissioners Donovan and Rhodes absent) to accept the responsibility of advising the Council on energy conservation concerns, and to offer the following suggestions for renaming the ECC: (I) "Resource Conservation Commission", (II) "Environmental/Energy Commission/Historical Site Board", and (III) "Environmental/ Energy Conservation Commission/Historical Site Board". Mr. Gene Grady, Director of Building and Housing, submitted a written report recommending that the City compose an Energy Conservation Committee. The Council proposed that the Environ- mental Control Commission be restructured to include energy conservation as a function and rename the Commission the "Environmental Quality and Energy Conservation Commission." The Council asked that this proposal be referred to the Environ- mental Control Commission for its reaation. To make Council aware of what has been accompl ished by the City government in the field of energy conservation. 2. To present to the Council the staff developed list of proposed energy saving programs. 3. To e 1 i cit Council input. 4. To get from the Council a decision regarding the amount of emphasis to be placed on energy conservation. Any regulatory action taken by the City of Chula Vista should be made in consonance with the CPO Regional Energy Plan which is now being developed. WHAT HAS CHULA VISTA CITY GOVERNMENT DONE TO PROMOTE CONSERVATION TO DATE? A. Inhouse 1. Reduce unnecessary lighting. 2. Set thermostats to 68 degrees and 78 degrees. 3. Commence conversion of street lighting to sodium vapor. 4. Trained four energy auditors. 5. Built energy efficient Public Services Building. 6. Purchased smaller replacement City vehicles. 7. Installed solar heating for Park Lane and Loma Verde Gyms. 8. Approved C.I.P. for solar heating of Public Services Building and City Hall. 9. In all public buildings water flow at spigots has been reduced to 2~ gallons per minute. B. By regulation 1. Amended uniform plumbing code to require pressure relief valve set at a maximum of 35 PSI on water line ahead of in-house fixtures. " j Form A-113C (11/79) D . 2. Directed staff to prepare an ordinance requiring solar heating of domestic hot water and swimming pools to mesh with County ordinance effective October 1, 1980. 3. In redevelopment area, require attic insulation to be installed as part of improvement for which improvement loan is granted. WHAT CAN THE CITY OF CHULA VISTA GOVERNMENT DO? A. Inhouse 1. Provide incentives for commuting to work by other than the one occupant automobile. 2. Provide collection stations for recyclable materials, oil, glass, plastic, metal. 3. Institute policies which will foster fuel conservation in City vehicles such as smaller vehicles and fewer vehicles, and scheduling of trips. 4. Close control of fuel through centralized automated fueling. 5. Provide the option of electronic banking for City employee salaries. 6. Institute a four day work week. 7. Use more concrete instead of asphalt in road construction. 8. Allow decomposed granite or crushed rock driveways. 9. Improve efficiency of HVAC systems in public buildings. 10. Expand use of solar energy in public buildings. 11. Establish satellite government offices; consider an electronic option. 12. Set up a solar utilities division to install and rent solar heating of swimming pools and domestic hot water. B. By regulation 1. Land Use Regulations a. Allow mobile home subdivisions. b. Encourage attached dwellings. c. Reduce parking requirements. d. Reduce size of dwelling lot. ] e. Regulate drive-in facilities. f. Minimize sewage lift stations. g. Ensure subdivision layout for energy conservation and solar access. h. Site and construct buildings for maximum energy efficiency. n . JV ORDINANCE NO. 1928 AN ORDINANCE OF THE CITY OF CHULA VISTA AMENDING CHAPTERS 2.32 AND 2.68 OF THE CHULA VISTA MUNICIPAL CODE RENAMING THE ENVIRONMENTAL CONTROL COMMISSION TO THE RESOURCE CONSERVATION COMMISSION By a unanimous vote on December 16, 1980, the City Council placed the ordinance on its second reading and adoption. The name change was recommended because of the additional responsibilities imposed on the Commission restructuring their function which is now to be viewed in terms of energy conservation, environmental quality and historic site preservation.
