APPROVAL OF MINLrPES: February 9, 1993 MSC (Moore/Fox) to approve the minutes of February 9, 1993 as presented, approved 4-0-1 with Nader ~bsent CONSENT CA~NDAR None Submitted. PUBLIC HEARINGS 3. PUBLIC HEARING CONSIDERING AMENDMENT NUMBER 11 TO THE CERTIFIED CMULA VISTA LOCAL COASTAL PROGRAM (LCP) AND BAYFRONT SPECIFIC PLAN TO ALLOW CERTAIN LAND USE CATEGORIES BY CONDITIONAL USE PERMIT WITHIN THE INDUSTRIAL: GENERAL LAND USE DESIGNATION WITHIN THE LCP -- Amendment Number 11 to the Certified Chula Vista Local Coastal Plan (LCP) and Bayfront Spedtic Plan will allow, by conditional use permit, Educational Services, Commerdal Activities, and Child-Care Civic Activities within the LCP's overall Industrial: General land use designation and Athletic and Recreational Commercial Activities within the Industrial: General land use designation within the LCP's Inland Parcel. (Director of Community Development) Continued from the meeting of February 9, 1993. Staff recommends that the public hearing be continued to a date and time certain, that being Tuesday, March 16, 1993 at 6:00 p.m., Council Chambers, Public Services Building. A. AGENCY RESOLUTION 1301 ADOPTING MITIGATED NEGATIVE DECLARATION IS-91-50(B) AND ADDENDUM THERETO AND MITIGATION MONITORING AND REPORTING PROGRAM, AND NEGATIVE DECLARATION 1S-93-17/19 AND ADDENDUM THERETO; AND, RECOMMENDING THAT THE COUNCIL APPROVE AMENDMENT NUMBER 11 TO THE CERTHqED CHUI~ VISTA LOCAL COASTAL PROGRAM (LCP) AND BAYFRONT SPECIFIC PLAN TO ALLOW CERTAIN LAND USE CATEGORIES BY CONDITIONAL USE PERMIT W1THIN THE INDUSTRIAL: GENERAL LAND USE DESIGNATION W1THIN THE LCP MINUTES February 23, 1993 Page 2 B. MSC (Rindone/Horton) to approved staffs recommendation to continue the public hearing to a date and lime certain; that being March 9, 1993 at 6:00 p.m. Approved 4-0-1 with Nader absent, 4- PUBLIC HEARING /hoPROVING AN OWNER PARTICIPATION AGREEMENT AND GRANTING A CONDITIONAL USE PERMIT TO ALLOW A DRIVING RANGE, BATtING CAGES, ACCESSORY SALES OF SPORTING EQUIPMENT AND FOOD SALES IN THE I-L ZONING DISTRICT AT THE SOUTHFAST QUADRANT OF NATIONAL Crr~'BOULEVARD (BROADWAY) AND SR-54 -- The applicant, National Avenue Associates, seeks to develop a golf driving range, batting and pitching cages, with aceessory uses on the 12.94 acre site. The Special Land Use Permit is required as the site is located within the Town Centre [I Redevelopment project. (Director of Community Development) Continued [rom the meeting of Februa~ 9, 1993.
