RESOLDTION 16651 APPROVING AN AGIIRRMENT WITH W~HJAMS-KUF.,B~tRE(X AND
ASSOCIATES TO CONDUCT A CHULA VISTA MARKET ANALYSIS AND STRATEGIC IMPILMENTA~ION
PLAN AND AUTHORIZING FUNDS THEREFOR - In August 1991, Council approved a FY 91-92 Economic
Development Marketing Plan and related budget. A key component of this plan is a City-wide Market Study,
the purpose of which is to develop a comprehensive commercial and industrial inventory, to identify local
economic strengths and weaknesses, and to identify specific market opportunities and related business
targeting and recruitment, development and redevelopment strategies. The proposed contractwith Wflliams-
Kuebelbeck and Associates provides for City-wide and downtown market analyses and a related economic
development implementation plan. Staff recommends approval of the resolution.

PLAN AND ALrFHORIZING FUNDS THEREFOR - In August 1991, Council approved a FY 91-92 Economic

Mayor/Chairman Nader stated there was reference throughout the staff report to targeting or attracting new
business to the City and yet the substance of the task set forth seemed to relate to attracting new revenue
producers for the City retail businesses and an analyses of retail marketing. His understanding from staff
had been that the overall business targeting for employment purposes was going to be a study that would
be undertaken as part of the Economic Development Commission (EDC) work program but was waiting for
new census data. He asked staff if he was correct in believing that it was not intended to be that study and
it would be either coming before Council or issued administratively later and that what was before them was
intended to be a study as to targeting new retail opportunities.
Chetyl Dye, Economic Development Manager, responded that the Market Analysis would lead to some
conclusions in terms of the types of business and industry, including retail and industrial, that the City
should be targeting and that was spelled out in two different sections. There was language that talked about
industrial targeting, as well as retail.
Mayor/Chairman Nader was concerned because the information to be considered did not seem to have a
correlation to meeting the employment needs of the City. He stated that it seemed to be driven by tax
revenue. He appreciated the tax revenues, primarily sales tax were what paid staffs salaries and what
enabled the City to provide services. He was all for a~tracting revenue producers and if a marketing study
would help do that, that was good and well.
Ms. Dye stated that the purpose of the study was to identify target markets in retail and industrial categories
as a result of a market analysis that was based on supply and demand, etc. It was not a labor analysis and
the scope of the work did not cover looking at the labor pool.
Mayor/Chairman Nader asked if a comprehensive targeting policy was going to be developed just based on
the study they were then being asked to approved, or if it was intended that it would be combined with the
study still m come to develop that policy.
Ms. Dye stated that the study would not look at labor pools so it would be one aspect of targeting. It would
provide information necessary to help target business and industry. As far as the labor pool analysis, which
would be another component, that could be factored into how they go about targeting and would be a
separate issue. She knew that there had been several directions to identify what kind of labor pool
information was available.
Mayor/Chairman Nader did not think that one could talk intelligently about targeting to attract industry to
the City for the benefit of the citizens without including not only labor analysis but also some economic
forecasting as to economic trends that transcend the City limits and puffing those together to develop a
program that: (a) attracted industries that would employ Chula Vistans; and (b) make sure Chula Vistans
were trained to fill those jobs.
Ms. Dye stated it was one resource to help identify an overall targeting policy. It would be based on a
market analysis as opposed to a labor analysis, but the two could ultimately be combined.
Mayor/Chairman Nader asked if there were going to be two different targeting policies or if staff was saying
that a market analysis would be done and the data from that would be combined with the labor study to
develop a targeting policy for attracting industry.
Chris Salomone, Director of Community Development, indicated the latter was correct.

Mayor/Chairman Nader wanted that to be clearly reflected in the record and the agreement. He asked the
consultant's representative if staffs answer to his last question was consistent with the consultaries
understanding of the scope of the study.
Larry Williams, with Williams-Kuebelbeck and Associates, answered yes.
Councilwoman/Member Grasser Horton said there was a list in their packet of different companies that had
submitted proposals. An important part of the document would be analyzing the affect Mexico had on local
economy. She stated that CIC Research had submitted a proposal on the Mexican element only and Alfred
Gobar Associates and CIC Research's combined proposal was $88,705. Williams-Kuebelbeck & Associates's
proposal was $90,000. She asked how the final selection had been made and whether or not CIC Research
had the expertise with the market in Mexico since they specialized in that area.
Ms. Dye responded that staff had initially been directed by Council through an approval of a Marketing Plan
to do a City-wide market study with no specific component specified. Staff put together the Request for
Proposal (RFP). Input had been received and staff included in the RFP a component that provided for a
Mexico consumer analysis, knowing all the while that it may not be feasible within the budget. She stated
that CIC Research did have expertise in that area. WKA was providing that component, not original research
but secondary research. WKA's proposal originally was $90,000 but was negotiated to $85,000.
Councilwoman/Member Grasser Hotton asked if staff could not have negotiated that same figure with Gobar
Associates and CIC Research to do the research together and have first hand information.
Ms. Dye stated the panel that interviewed the firms felt the expertise brought forward by WKA was
particularly well suited to the Citys needs. Not only was there data collection and market research related
City-wide, but also there would be some very strong components related to identifying development
opportunities, site specific types of development opportunities and analyzing those and making
recommendations so that the market study would be carried all the way through the process. The Alfred
Gobar proposal would not get into that aspect as much.
Councilwoman/Member Grasser Horton thought it was important to analyze the Mexican consumer base
and its impact on Chula Vista. Staff still had not given her a good enough reason why they chose that
company above the one who had the lower bid.
Ms. Dye responded that it was a panel decision and the members of the panel were listed in the staff report.
There had been a consensus that the study would, as proposed, better meet the City's needs in terms of
identifying recommendations for development opportunities, not just data, not just statistics, and would take
it through the whole process which staff felt was very valuable. She stated that Alfred Gobar and CIC
Research were both well respected firms. The final budget was $85,000 so it was lower than the proposal.
Councilman/Member Moore, referring to paragraph two on page 4-1, asked what was missing that was of
concern to the Mayor/Chairman.
Mayor/Chairman Nader responded that what was missing was an analysis of the labor market in the area.
Councilman/Member Rindone did not think they needed an analysis of the labor market because that was
provided by the Private Industry Counsel on an annual basis and that information was readily accessible to
Council/RDA.

Mr. Salomone stated that the report had been referred to in the staff report and he would provide a copy
to the Mayor/Chairman.
Councilman/Member Moore asked staff if they could go through the Council referrals that were outstanding
pertaining to marketing analysis, ete. to see how they stood and come back with a memo.
Mr. Saloraone responded that staff would do that.
RESOLUTIONS 16651 AND 1257 OFFERED BY COUNCILMAN/MEMBER MOORE, reading of the text
waived, pa~sed and approved 4-O-1 with Councilman/Member Malcolm absent.
S. REPORT APPROVAL OF CONCEPT PLANS FOR THE CONSTRUCTION OF A
MUNICIPAL PARKING LOT AT THE SOUTHWEST CORNER OF CHURCH AVENUE AND CENTER b-rREET
WITHIN THE TOWN (INTKE I REDEVELOPMENT PROJECT AREA - The Agency has assembled four
contiguous lots at the comer of Church Avenue and Center Street for the purpose of constructing a public
parking lot. The proposed plans for the parking lot are being presented to the Agency for review and
approval. Environmental review was performed during acquisition; the Environmental Faeflitator has
determined that the project has no significant environmental effects and issued Negative Declaration IS-90-
54 which was adopted by the Agency at its meeting of 9/6/90. Staff recommends that the Agency approve
the proposed concept plans and authorize preparation of working drawings.

7. MAYOR/CHAIRMAN'S REPORT
Mayor Nader stated that on past projects deemed of great importance to the City the fmalists would make
presentations to the full Council and the elected officials would make ajudgement based on that. He stated
they had a situation where staff chose somebody that was not the low bidder. He suggested looking into
a policy to have selection committees include at least one elected official chosen by the Council or have some
input from the elected officials earlier in the process. He did not think Council wanted to take on the job
of being the selection committee, but felt there may be concerns at times that could be addressed earlier and
with less wasted effort later if that was done.
