ROLL CALL: PRESENT: Mayor Horton .I ,Deputy Mayor Moot-.L ALSO PRESENT: Armando Buelna, Assistant to the Mayor and Council 2. ACTION: a. CONSIDERATION OF BILLY L. KELLEY'S REQUEST FOR A LEAVE OF ABSENCE, FOR A PERIOD NOT TO EXCEED NINE MONTHS, FROM THE BOARD OF ETHICS. Armando Buelna, Assistant to the Mayor and Council, gave a verbal report relating to Board of Ethics member Billy Kelley's request He noted that this was the second time the Mayor and Council had received a request for a leave of absence. In the previous instance, the subcommittee felt a six-month leave of absence would create problems and could lead to the inability of Board of Ethics to function effectively. However, in recognizing the other member's service to his community, the subcommittee, while not approving his request for a leave of absence, did offer that Board member the first available seat on the Board of Ethics upon his return. Mayor Horton questioned whether we could add a name to the list provided by the Presiding Judge of the South Bay Municipal Court. Mr. Buelna stated that the Presiding Judge provides a list of qualified applicants. However, the mayor nominates from those qualified applicants and the council confirms that nomination. Mr. Kelley would be a qualified applicant having been interviewed and recommended by the Presiding Judge in the past Furthermore, the subcommittee had set this precedent with the previous request from the Board of Ethics member.
