MEMBERS PRESENT: Harriet Acton, Jerry McNutt, Joanne Carson, Susan Herney and Richard Schulman MEMBERS ABSENT: Billy Kelley (excused) and Martha Villegas (excused) STAFF PRESENT: Bruce M. Boogaard, City Attorney Toni McKean, Training Coordinator The meeting was called to order by Chairman Acton at 3:35 p.m. Roll was called and all members were present except Members Kelley and Villegas. MSUC (McNutt/Carson) to excuse Martha Villegas due to a work conflict and to excuse Billy Kelley due to military training. MSUC (Schulman/McNutt) to approve the minutes of the March 6, 1995. Oral Report bv Toni McKean on Train-the Trainer Session. Toni McKean gave the Board information on her function as Training Coordinator with the City of Chula Vista. As for the Train-the- Trainer session, Ms. McKean's reported it was a full 3-1/2 days from March 1-4, 1995. There were 28 people involved in the training with such diverse backgrounds as the City Manager of Culver City, Police Chief of New York, employees from the U. S. Defense Systems, Martin Marietta, universities and an Ethics Coordinator. Michael Josephson, who is a very powerful speaker, taught the whole program. His training is more specific and concrete than other training. He did not use a lot of overheads nor have much group participation but talked about the differences between values clarification and ethics and is very clear about right and wrong. Toni is now licensed to teach ethics training and will receive a quarterly publication from the Institute. She distributed a handout with a biographical sketch of Mr. Josephson, The Domains of Ethics and an excerpt from Western city Magazine. She announced she has set up the Ethics training for June 17, 1995 for the City Council, selected members of b/c/c's and department managers invited by John Goss. Board of Ethics 3-20-95 Minutes Page Two After checking a variety of sources, Toni reported that Josephson was the best provider for the training session. Member McNutt felt her findings validated what the Ethics Board had found. General discussion ensued among the members regarding the June 17 training: · Participants: Which other outside agencies should be invited such as the school district, water districts, SDG&E, and at what cost? · Best Location: Council Chambers, EastLake Theater, County Cafeteria? · Program: Whether the panel of attorneys will be there? Lunch to be provided? Videotape of presentation? Attorney Boogaard reviewed the 1/17/95 Council minutes to determine it's intent regarding the panel of attorneys being combined with the Josephson presentation. Council's motion was to incorporate the legal panel into the presentation, but if it was not feasible there could be a separate panel for legal issues. The consensus of the Board was for the Chairman, the City Attorney and Toni McKean to meet with Mayor Horton to get further clarification on Council's intent. MSUC (Carson/Schulman) to excuse Susan Herney at 4:35 p.m. to attend a study group. Member McNutt distributed his "homework" regarding suggested prohibitions for inclusion in Section 2.28.050. His scenarios and others raised by the members were briefly discussed by the Board, but will be placed on the next agenda to discuss in more detail.
