ROLL CAI L: Present: Councilmembers Grasser Horton. Leonard Moore, and Mayor Nader. Boardmembers Christensen, Hann, Hillock, Hyde, Peter, and Chair Fuller. REPORT THE GROVVTH MANAGEMENT OVERSIGHT COMMi I I ~E REVIEW' OF 1990 GMOC REPORT - This meeting is a continuation of the Joint City Council/GMOC Meeting held on July 25, 1991. Staff recommends Council accept the report and direct staff to docket required resolutions and ordinance amendments to implement recommendations. (14887) Mayor Nader opened the meeting. Council concurred to accept GMOC's report as it related to Police, Sewer, Drainage, and Libraries. AIR QUAIITY: Chair Susan Fuller stated that the GMOC concluded that: There had been improvement in the leadership by the APCD in dealing with the impacts of growth on air pollution, but the APCD still had not provided information to the City regarding air quality problems in the City and what could be done to correct these problems. There was still a concern regarding the lack of information on air quality provided by APCD to the City; and There had been no response from APCD regarding the City's Development Forecasts. Further, the GMOC recommended that the City: Minutes August 22, 1991 Page 2 Request the APCD to update the San Diego County Air Quality Management Plan at the earliest possible date and provide information to local agencies as to how they could ensure that regional air quality standards are met on a local basis. Request the APCD to provide the City with information to identity the major sources of air pollution in Chula Vista, including an evaluation of the impacts of landfills (methane emissions) on air quality. Support the use of efficient mass transportation as a means of mitigating air quality impacts. Expand air quality planning efforts by regularly consulting with the APCD to identify ways to improve air quality in the Chula Vista area. WATER.' In the GMOC report, the Committee concluded that: There was still a concern about the long-term water supply situation and the need to coordinate efforts among the water districts in the City; and The proposed Bayfront project might create problems for the existing facilities of the Sweetwater Authority. The Redevelopment Agency should work closely with the Sweetwater Authority to avoid a supply problem. GMOC recommended that the City: Request both the Sweetwater Authority and the Otay Water District provide information to consumers regarding water conservation programs, as well as specific information regarding water consumption, in a manner that is understandable to the typical consumer. Request that the Sweetwater Authority work closely with the Redeveiopment Agency to ensure that projects within the Bayfront will not create problems with existing facilities and supplies. Request that the Interagency Water Task Force pay close attention to ways to increase the reliability of long-term water supply and distribution in the Chula Vista planning area due to the continuing drought. Together with the Sweetwater Authority and the Otay Water District take a strong leadership position on the water issue to make the State more aware of the necessity of the need for long-range planning for water projects such as the State Water Project. Request the Otay Water Distdct continue efforts to increase water storage facilities to achieve the required 10-day emergency storage capability. Minutes August 22, 1991 Page 3 Mayor Nader stated that most of the concerns regarding water, the City was already doing except as it related to the Bayfront. He suggested that perhaps someone from the Water Authority might attend the Bayfront Subcommittee meetings if there was a serious concern of inadequate water supply. Consultant Gray stated that it was not that much of a concern. The GMOC recommendation was based on last years report. It was a concern then because the Water District had not contemplated a project of that scale in their master plan. This was reported to the Committee and was accepted and flagged since the project has not come to a conclusion. Therefore, this was repeated again this year in the report. Mayor Nader asked if there was a concern that the water delivery system was adequate. Mr. Gray responded yes. There is an upsizing of the pipe in the transmission lines to the Bayfront. He did not feel it was something which would require the Water Authority to participate in. A report update could be given to the Council. Planning Director Leiter stated that we could require a report to the subcommittee on this issue if Council would like to consider the issue at a future meeting. MOTION: Moved by Nader, seconded by Moore to accept the GMOC recommendations, but add to the Statement of Concerns regarding Air Quality to request that APCD offer comment on pending development proposals in advance to building regulations and accept GMOC recommendations on water but request a report back from staff on any cause of concern regarding adequate water supply for the Bayfront development. Motion carded 3-0-2 (Malcolm and Rindone absent). Mayor Nader asked if the cost component as it related to water had been looked at within the last two years? He stated that some water officials had stated that they could provide any amount of water needed. Costs for water could go up considerably depending on the type of technology used to produce the water. Merely knowing there is an insufficient supply may not be adequate unless we were willing to live with those types of increases. Councilman Moore asked how can anyone guarantee water since the WaterAuthorities simply buy water from someone who buys water? Councilwoman Grasser Horton stated that if we had a desalinization plant then we could guarantee an amount. Mayor Nader felt that in the coming years the committee should look at a long-term policy. SEWER.' Mayor Nader stated that GMOC found that the thresholds were currently being met. Although he did not have doubts about adequate sewer capacity, he did have concerns regarding the rates. A couple of years ago Council had made a referral to GMOC that a cost component should have been added to a threshold when you are dealing with services where there is a charge. Although it related to water, he wonderedifthiswasproperiywithinthesphereoftheGMOCforconsideration. Becauseabeutone-thirdof Metro It's proposal was for expanded capacity as opposed to the clean water aspect of the program. He felt Minutes August 22, 1991 Page 4 that because of this, there might be a relationship between growth and cost. He wondered if GMOC had discussed this issue. Committee member Hann stated that he knew that Sweetwater did charge builders a water reservoir assessment for new homes. Mayor Nader stated he knew there was a hook up fee charged, but what did it go for? Planning Director Leiter stated that the fee was set up for maintenance and construction. Mayor Nader felt that staff should look at whether these fees could be structured to bear the brunt of the portion of the program which was about one-third for expanded facilities so it will not fall on existing homeowners. Chair Fuller asked if adding this to the existing threshold, it was so that it could be a monitoring tool for growth? She did not feel that this was the responsibility of the Growth Management Oversight Committee, but Council could refer this to staff to find a way that the financial aspect could be included. MOTION: Moved by Nader, seconded by Moore to accept the GMOC recommendations on sewer, but make a referral to staff to bring back in conjunction with the next Metro II as to how the portion of the program attributable to capacity expansion can be credited to growth. Motion carded 3-0-2 (Malcolm and Rindone absent). SOLID WASTE AND RECYCLING: Chair Fuller stated that they had an extensive report from staff regarding recycling. The GMOC did not spend a great deal of time on the issue because AB-939 set the standards for the City. However, they did acknowledge that they would continue to monitor the program. Committee member Peter stated that the recycling program hasn't accomplished anything until we use the items which have been collected. it was impodant to look for and use recycled items and felt the City should look for ways to get this message out. Councilman Moore asked if we should add Visual Impact and Community Appearance to the thresholds next year? He stated there were some who would like these added, but he did not feel the Committee should be burdened down with more issues. Chair Fuller stated that these were suggestions to the Council from some members of the Planning Commission. If Council desired, these could be added for considered. Planning Director Leiter stated that next year staff could give the GMOC some information about what is being done in that area. Minutes August 22, 1991 Page 5 Councilman Moore felt that staff was busy and did not need to provide the Committee information. He did not feel we should ignore these, but not to add them for consideration. Committee member Hyde concurred with Councilman Moore and felt that this was not something for the GMOC to be considering. He felt the City has Design Review and other groups which covem these areas. MOTION: Moved by Moore, seconded by Grasser Hodon that Visual Impact and Community Appearance not be given to GMOC. Motion carded 3-0-2 (Malcolm and Rindone absent). MOTION: Moved by Nader, seconded by Moore to accept the complete GMOC report and recommendations with the modifications which have been made in previous motions. Approved 3-0-2 (Malcolm and Rindone absent). Mayor Nader stated that the application period for positions on the Growth Management Commission is still open. He encouraged anyone interested to apply. Councilman Moore stated that the pros and cons regarding the length of terms for those who have already served on the GMOC should be discussed within the Commission itself.
