RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO
THE CITY COUNCIL A PREZONING PLAN FOR THE SWEETWATER VALLEY
WHEREAS, at the request of the City Council in December 1967, a committee
was formed consisting of fifteen (15) Valley residents selected by the City Planning
Commission by their specific geographical residence in order to have full representa-
tion of the Valley, this committee was asked to study the Valley as a whole and
recommend to the City of Chula Vista a prezoning plan, and
WHEREAS, this committee held eleven meetings and a field trip; they studied
all phases of the present zoning pattern as it exists in the County; determined the
boundaries of the area they wished to study, and subsequently divided the committee
into sub-committees to specifically study certain areas of the Valley for the best
possible prezoning recommendation, and
WHEREAS, on December 10, 1968, this Committee made its final recommendations
on the Plan and submitted it to the City Planning Commission for their consideration,
and
WHEREAS, the Planning Commission set the time and place for a hearing on said
application, and notice of said hearing, together with its purpose, was given by the
publication in a newspaper of general circulation in the City at least 10 days prior
to the date of said hearing, and
WHEREAS, hearings were held at said time and place, namely January 13, March 19,
April 7, and April 21, 1969, Council Chamber, 276 Guava Avenue, before the Planning
Commission, and said hearing was thereafter closed,
NOW THEREFORE BE IT RESOLVED AS FOllOWS:
1. From facts presented to the Commission, the COlTlnission finds that public
necessity, convenience, general welfare and good zoning practice require the adoption
of the prezoning plan for the Sweetwater Valley as delineated on the attached map
dated April 7, 1969.
2, The findings of fact in support of said determination are as follows:
a. This plan will afford a comprehensive approach to the prezoning for
the Sweetwater Valley, It will help to assure that the character and
identity of the Valley will be retained,
b, Owners of large land parcels and potential developers will have an
indication in advance of what will be permitted upon annexation to the
City,
