2, REPORT DRAFF HOUSING ~I~-MENT UPDATE OF 1991 - The report was presented to the
,City Council by Members of the Blue Ribbon Housing Element Committee. (Director of Planning and
Director of Community Development)
City Manager Goss stated the City had achieved an extremely high percentage of low/moderate housing.
He questioned what the implications would be ff the ratio continued to exceed the percentage by such a
significant amount. A policy decision needed to be made as to whether the percentage should go from 5%
to 10% and whether the City had a disproportionate share of low/moderate income housing for the region.
He would recommend that the Counc~ accept the report and pass k on to the State, holding the Fair Share
issue in abeyance for further study.
Joe Casfilas, Chair of the Blue Ribbon Committee introduced Committee members: Maggie Helton, Craig
Fukuyama, Alfredo Ybarra, Judy Johnson, Bob Cummings, George Kruer, and Alan King. He then gave a
.brief overview of the work accomplished and key issues and concerns included in the report.
Robert Leiter, Director of Planning, thanked the Committee for their efforts in the preparation of the report.
He noted it was a joint effort between the Planning and Community Development Departments. He then
reviewed the State review process and stated the housing element had to be updated every five years and
· include a performance program. He agreed with the City Manager's recommendation and stated the Fair
Share element could be submitted separately.
David Harris, Community Development Specialist and Ed Batcheider, Assistant Planner, gave presentations
on the Draft Housing Element of 1991, the Needs, Resources and Constraints of the program, and the
Comprehensive Housing Plan for 1991-96.
Mayor Pro Tempore Moore requested a memorandum from staff oufiining the difference between low and
moderate income housing, definitions, and when the definitions were changed.
"' Mr. Leiter informed Councfi that he would submit a list of priorities for the programs and timelines.

Mayor Pro Tempore Moore stated he would like to know the number of staff years that had been involved
in implementing the program and the amount of money spent. He also questioned the cost of staffmg the
proposed program, for all eleven programs, and where the City would obtain the revenues for funding.
City Manager Goss responded that the City had done very well with such a small staff but did not have the
ability to staff a 'full bore' program.

Share issue in abeyance for further study.
Councilman Nader questioned whether the report was forwarded to Council by a unanimous vote of the Blue
Ribbon Housing Element Committee.
Mr. Casillas responded that it was a unanimous product.
Maggie Helton informed Council that the Cormnittee made no attempt to prioritize as they felt the Council
should do it under the implementation program.
