Each speaker's presentation may not exceed three minutes. 1A. PUBLIC HEARING: Consideration ofthe Final Environmental Impact Report (EIR 05-01) for the City of Chula Vista General Plan Update. Resolution EIR 05-01 certifying and recommending that the City Council certify that the Final Environmental Impact Report (EIR 05-01) has been prepared in accordance with the California Environmental Quality Act (CEAQ), the State CEQA Guidelines and the Environmental Review Procedures of the City of Chula Vista; making certain findings of fact; adopting a Statement of Overriding Considerations; and adopting a Mitigation Monitoring and Reporting Program. PUBLIC HEARING Consideration of the City's Comprehensive General Plan Update (GPU) and related Otay Ranch General Development Plan, Resource Management Plan, and the City's Multiple Species Conservation Program Sub-area Plan Amendment. Resolution: Recommending City Council Approval ofthe Comprehensive General Plan Update; repealing of the Montgomery Specific Plan; and of an Amendment to the City's Multiple Special Conservation Program Sub-area Plan. Resolution: Recommending Approval of the Amendments to the Otay Ranch General Development Plan and Resource Management Plan.
