HomeMy WebLinkAboutcc min 1990/05/24 MI~ OF A REGULAR WORKSESSION OF THE CI'IY OF CHULA VISTA Thursday, May 24,1990 Council Conference Room 4:10 p.m. Administration Building CALL TO ORDER 1. .ROLL CALL: PRESENT: Councilmembers Malcolm, Moore, Nader, and Mayor Cox Councilwoman McCandliss arrived at 4:30 p.m. ALSO PRESENT: John D. Goss, City Manager; Bruce M. Boogaard, CityAttorney; and Beverly A. Authelet, City Clerk BUSINESS 2. BUDGET OVERVIEW City Manager Goss stated the operating budget has utilized windfalls of revenue in the past and this budget is in that same vein. All expenditures were reviewed carefully and some of the requests submitted were not offered in the budget. He felt the City would have to look at expanding its revenue base or cut services in the future. He stated staff needed policy guidance from Council. Mayor Cox stated the budget presented for consideration did not cuttail services and, increased services in SOlTIe areas. City Manager Goss stated staff did not know the amount of revenues to be received from Propositions 108 and 111. These revenues were not included in the proposed budget nor were any funds to be received from the Port. The proposed general fund expenditures and revenues, per capita sales and use tax revenues, per capita property taxes, per capita business license fees, per capita ~ransient occupancy tax revenues, and wish list were all reviewed. Councilwoman McCandHss stated Council could consider as many of the budgets as possible on May 29~ and carryover those unfinished items to May 31st. City Manager Goss stated the canyover items often require research and staff may not be able to repor~ back until July llth. Councilman Malcolm requested the Closed Session items be considered by Council at 5:30 p.m. on May 29th with the worksession starting at 6:00 p.m. 3. REVIEW OF THE CAP1TAL IMPROVEMENT BUDGET City Manager Goss gave a presentation of CIP projects completed in FY 1989-90 and existing projects which will require additional funding. Councilman Malcolm: Informed Council he had taken a tree expert, Dr. Nelson, to examine the eucalyptus trees in Rohr Park. The gentleman felt the trees were stressed and contained beetles. Upon review he felt the staff report had been generous and he would rope off the area due to possible danger to the public. Councilwoman McCandliss stated she would like the item docketed for a Council meeting for further reconsideration. Councilman Nader stated that if the park had been properly maintained all along, the Council would not be facing this problem now. City Manager Goss questioned whether the Council wanted to have Rohr Park placed on the next Council tour. It was the consensus of the Council to place this item on the next tour. Councilman Malcolm noted that Dr. Nelson had donated his time to examine the trees and would also help -') the City in determining the size and types of trees that should be utilized in the replanting.
