CALL TO ORDER
1. ROLL CALL:
PRESENT: Councilmembers Malcolm, McCandliss, Moore, Nader, and Mayor Cox
(Councilman Malcolm arrived at 4:37 p.m.)
ALSO PRESENT: City Manager, John Goss; Assistant City Attorney, Richard Rudolf; and Deputy City
Clerk, Vicki Soderquist
2A. REPORT GEOGRAPHIC INFORMATION SYSTEMS STUDY - During the FY 89-90 budget,
cycle, the Public Works Department submitted a supplemental budget request for a Geographic Information
Systems (GIS) Manager in the operating budget and related hardware, software, and data conversion in the
CIP. The City Manager's FY 1989-90 budget message indicated that, wh~e sufficient non-General Fund
monies can be identified to support the project, it was his recommendation to defer the proposal pending
a submission of a sepante, more detailed report which would more thoroughly discuss the proposal. This
report is being submitted to answer those questions and to initiate the GIS process. Continued from meeting

Cliff Swanson, Assistant Director of Public Works, briefly reviewed the report and noted that the proposed
project is a multi-year project. He then introduced Morey Foley from PlanGraphics, Inc. and Dwayne Mills
from Intergraph.
Mr. Foley noted that it was three years ago that the Council had originally reviewed the program. He then
gave an overview of: 1) idea of concept of GIS, 2) view of benefits, 3) view of practical applications, and
4) where the city is in the process of developing the ~ystam.
Deputy City Manager Thomson stated that SANDAG, SDG&E and other agencies have existing data bases
available and he felt there could be a trade off between low cost/low grade versus high cost/high grade
information. The new GIS manager would assist in evaluating information available.
Mr. Foley stated the city needed to determine what information is required and felt the city was now at the
point to determine what hardware and software is needed. He felt the old study should be updated.
Mr. Mills then gave a presentation on the equipment showing the program capabilities. He stated the
programs are widely utilized and that emergency services are now also utilizing the program for incident
maps and as an integral par~ of the dispatch systems.
John Lippitt, Director of Public Works, informed the Council that he felt almost every depart ,nent within the
city would utilize the information available.
Councilwoman McCandllss stated she understood what the program would do but questioned the day to day
benefit to the City.
City Manager Goss stated the benefits would be: 1) more effective system regarding plans and permits, 2)
economic impact (cost avoidance), and 3) data manipulation and retrieval.

Bob Leiter, Director of Planning, stated there would be numerous practical data applications in Planning.
He felt the general plan maps would be easily placed on the system as well as zoning and parcel sizes. The
program would not ouly provide information to staff but would provide information to the public also.
Mr. Lippitt stated Engineering and Public Works Departments would utilize the system in areas of advanced
planning. Inventory (sewer, traffic, lights, etc.) would also be placed on the system. He felt there would
be a large labor savings and noted this would be an incremental process.
Mr. Swanson stated there would be a benefit to the older sections of the City also as the current information
must be manually retrieved. He felt the system would help with the CIP projects, budgeting terrain data,
· etc.
Councilman Nader stated he realized there was a need for some type of a system due to the growth of the
city and questioned whether the funding would be from the impact fees.
City Manager Goss stated the program was a service level enhancement and it would be charged to the DIF,
sewer fees, traffic signal funds, etc. The funding would be pro rated from the individual accounts.
Councilman Moore stated that the replacement costs should be included over three years and questioned
how the savings would help pay for the program.
Deputy City Manager Thomson slated that the word processing center took positions from existing
depa~ unents. It is recommended that the GIS manager be hired and one position be obtained from Planning
and one from Engineering. He further noted that the City will gain financially due to efficiency.
Mr. Swanson informed the Council that staff is currently requiring that engineering plans be submitted on
a compatible system and will also be requiring developers to file all their plans in the same format.
City Manager Goss stated that departments are currently requesting additional personnel and he felt their
requests would continue to grow yearly if the system is not instituted.
Councilwoman McCand]iss stated she did not know what the Council would be confronting during the
budget process but expressed her concern about funding if there was a slow down in growth.
Deputy City Manager Thomson stated that the program could be phased in and scaled back if there was
slower growth than anticipated. The level of the GIS manager position would be equivalent to a Senior
Engineer. He noted that this is a new field, a multi-jurisdictional position, in which people are in very high
demand.
Councilman Malcolm felt that the process for permits was obsolete and that if the system could be integrated
with existing information from other agencies, he felt it would be worth the money. He also questioned the
cites ability to market their information once established. He felt that the project should move forward.
Mayor Cox stated this was no different that what SANDAG had done, or the City with the computer service,
traffic signal program, or dispatch, and that it was tinle to move forward with the program.
Councilman Nader stated that $2 million was a lot of money and that he was not convinced what the City
benefit would be in regard to other priorities in the City. He also felt that it would be more appropriate to
consider the program in the context of the entire budget.

City Manager Goss stated that the Council reviewed the program last year at budget time and referred it
back to staff. He added that the DIF fees were only one funding source and that the program could be
scaled back ff there was a slowing in growth. He felt this would be a beginning step.
Councilman Moore stated that he would look .forward to seeing figures on depreciation and restitution for
the program.
B. RESOLUTION 15576 AMENDING FY 1989-90 BUDGET BY ESTABLISHING A GEOGRAPHIC
INFORMATION SYslKMS MANAGER POSH1ON WITHIN THE PUBLIC WORKS DEPARTMENT AND
APPROPRIATING FUNDS - Staff recommends approval of the resolution.
RESOLUTION 15576 OFFERED BY MAYOR COX, reading of the text wa~ waived, passed and approved 4-1-0
with Councilman Nader voting no.
3.A, REPORT ON RECYCHNG PROGRAMS IN THE CITY OF CHULA VISTA AND
PROPOSED EXPANSION - Report is to provide'discussion on recycling and the focus for policy direction on
expanded programs. (Administration)
Stephanie Popek, Principal Management Assistant, gave a brief overview of the State mandates required by
AB939 and the efforts that have been put forth by the City. She noted that staff has been working' on
recycling and that an RFP for in-house recycling is in progress.
Mr. Doug Reid representing the Resource Conservation Commission gave a review of the RCC discussion on
recycling and integrated waste management.
Councilwoman McCandliss questioned whether the City specifies the number of dumpsten located within
a multi-family unit.
Mr. Reid stated that the location of dumpsten is reviewed by the Planning Depa~'h,~ent but the number of
dumpsters is determined by Laidlaw.
Councilwoman McCandliss questioned whether it would be possible to divide the bins to allow recycling in
multi-family units and ff it could be incorporated into the projects. She felt this may address the concerns
of centralized recycling.
City Manager Goss noted that the report does recommend a pass through on curb side costs for mandatory
recycling. Regarding other funding, staff would be back before Council at budget time.
Theresa Aland, 1433 Nacion, Chnla Vista, California, stated that 'system approach' should be redefined
under #3 in the recommendations. She stated that 'system approach' had a definite meaning of its own.
Ms. Popek stated that the term in the recommendation had been utilized in conjunction with AB939.
Ms. Aland stated that 'systems approach' needed to be changed to 'systematically approached' (orderly
fashion). She noted that 'system approach' is a state-of-the-art term used regarding waste management.
She felt systematically approached regarding recycling would be to take the component of each of the
components of AB939 and dealing with them by task.
Mayor Cox questioned whether it would be correct to modify the recommendation to say 'incrementally
approached'.

Councilman Nader stated this was a great beginning bur he wanted to go further. He questioned whether
it was staffs intent to pursue other areas such as, composthag and waste reduction.
Ms. Popek stated that the City was required to address the following components: waste characterization
study, source reduction, recycling, composting, sold waste facility, educational and public information,
funding, special waste, and household hazardous waste.
RESOLUTION 15600 OFFERED BY MAYOR COX, with clarification to the term *system approach' in the
recommendation under #3, reading of the text was waived, passed and approved unanimously.
dohn Kracha, resident of the City of Chula Vista, California, stated he did not agree with the resolution. He
felt it was weak and only addressed curbside recycling..FIe did not feel that the City was addressing the
major problems and he would rather see a broader resolution on the issues.
Ms. Popek stated that the resolution referred to the policy which goes into other areas, economic issues, and
Council policy regarding legislation. She stated that as .th~ plan is developed, programs will require
implementing ordinances, that will come before Council at a f/lter-date.
City Manager Goss stated that the pilot program was now coming to an end and the City would have to
decide how this program would be staffed and budgeted.
Ms. Popek stated that the City plan must be FLIed with the County end then all elements will be combined
to form a Countywide plan which will then be submitted to the State. The City plan still needs to be
developed.
Mr. Kracha stated that the City does not have a cornposting program such as National City's. He would like
to see quick action and negotiation with Laidlaw instituted as soon as possible.
Councilman Moore expressed his concern over getting the information out to the public.
Mayor Cox stated it was important to move forward with the program and noted that there had been other
referrals to staff.
Councilwoman McCandliss stated it was important to include the school districts also.
MSUC (Nader/Malcolm) to direct staff to work with the Resource Conservation Commission and interested
parties to develop a complete source reduction plan and composl~g program for the City of Chula VLsta.
MSUC CMoore/McCandliss} to direct staff (Public Information Coordinator) to prepare an article to educate
the public regarding the Cit3ts program.
B. RESOLUTION 15600 ADOPTING COUNCIL POLICY ON RECYCLING AND INTEGRATED WASTE
MANAGEMF2~ - Resolution adopts a general policy statement expressing the Cites commitment to recycling
as an integral part of an integrated waste management strategy and provides guidance for the development
and implementation of a city wide recycling program. Staff recommends approval of the resolution and staff
recommendations.
4.A REPORT REGARDING PURCHASING PRACTICES OF THE CITY CONCERNING
RECYc~.~D PRODUCI'S - Council has requested a policy for purchasing official stationary and envelopes
made from recycled goods. Currently the proeurement practices of the Purchasing Agent are dietated by

Municipal Code Section 2.56.010 which describes the purpose of the purchasing system. Changes in the
Code will be necessary if the City desires to include 'environmental sensitivity' as a factor in procurement
policy. (Director of Finance and Administration)
