ROLL CALL PRESENT: Councilmembers Moore, McCandliss, Nader, Malcolm and Mayor Cox ABSENT: None ALSO PRESENT: Deputy City Manager, George Krempl; Assistant City Attorney, D. Richard Rudolf; and Community Development Director, Chris Salomone 2. WRITTEN COMMUNICATIONS a. Letter dated 2/6/90 regarding the need for a relocation park to provide housing for residents of mobile home and trailer parks that are being closed - Rev. R.C. Flaugher, Chairman, Mobile Home Owners Political Action Committee This item was continued from the City Council meeting of February 27, 1990. Rev. R.C. Flaugher, Chairman of Mobile Home Owners Political Action Committee, noted his frustration that the issue of a relocation mobile home park has been before the City Council for a number of years and nothing has been accomplished. He asked the City Council to set a reasonable time period in which to address this issue. He would like a decision made regarding the property purchased in the lower Sweetwater Valley by the Redevelopment Agency with the intent of providing a site for such a park. Rev. Flaugher further expressed his dissatisfaction with the arbitration process established by a City Ordinance regarding not raising the rent at mobile home parks by more than the amount established by the Consumer Price Index (CPI). He referred to ~he arbitration process occurring with Bayscene Mobile Home Park and that the residents gave up due to the long, drawn out process. He reported that E1 Mirador Trailer Park has recently provided notice to residents of a 38% rent increase. Responding to questions, Margery Girbes, Housing Coordinator, stated the owner of E1 Mirador Trailer Park provided staff with a copy of the notice to the tenants regarding the rent increase. The notice was appropriate and included information that the tenants have the option to request arbitration. The owner contends that his rent is substantially below other comparable City Council Minutes -2- March 1.1990 parks. It is not a violation of the City's Ordinance; the tenants would have to pay the rent increase unless they choose to go into arbitration. Chris Salomone, Community Development Director, reported that the Housing Advisory Committee (MAC) was formed in September 1989. The MAC was charged with a number of duties; among them were the relocation mobile home park, the possible purchase of a mobile home park, investigating alternative housing sources, local programs, federal programs, and looking into the eligibility for relocation. The MAC had a tremendous amount of membership turn over since September, therefore, they did not become organized until December. The full committee met for the first time in February. Mr. Salomone further noted the Draft EIR that was originally prepared on the Sweetwater Valley site for the relocation mobile home park included the Scott property adjacent to it. Because the Scott property is no longer involved in the relocation park, that Draft EIR is no longer applicable and would have to be amended which would take 2 - 3 months. It is estimated that it would be June before the EIR would be complete and the MAC would be able to report back to the Council with a recommendation on the relocation mobile home park. Mayor Cox stated he believes the Council should give direction to staff to inventory the existing trailer parks; identify those parks that could conceivably be operated as a relocation mobile home park; and contact the owners of those existing trailer parks and identify whether or not they would have any interest in selling the property to the Redevelopment Agency utilizing the Low and Moderate Income Housing Fund. The suggestion made previously by Councilman Malcolm concerning the ability to provide facilities (manufactured housing) for the homeless should be included in the direction to staff. Mayor Cox noted he does not believe the purchase of the Sweetwater Valley site has lost money. The Agency had an opportunity to acquire the property at an extremely reasonable price. There is abundant opportunities to put that property to good municipal use. MOTION MS (Cox/Moore) direct staff to identify all the trailer parks in the City; contact owners to find out their interest and willingness to consider the properties for acquisition by the Redevelopment Agency; and ask staff to develop criteria that could be used in operating the relocation mobile home park utilizing an existing trailer park in the City of Chula Vista. City Council Minutes -3- March 1, 1990 Councilman Moore clarified that the referral to identify all the trailer parks is being restricted to trailer parks (not mobile home parks). Mayor Cox responded'this is correct. Responding to questions, Mayor Cox stated the intent of his motion is for staff to prepare the information as quickly as possible, provide the information to the HAC and then bring it forward to the Council. Councilman Nader noted concern that the motion is similar to direction given to staff and the HAC last December after receiving the initial Task Force report which did not fully address direction given. He considers this motion to be emphasizing the urgency of previously given direction. He noted his frustration of the time it has taken to respond to this issue. Councilman Malcolm commented the motion is skirting the issue. By buying an existing trailer park, he is not sure this will create empty spaces for one that is going to close. Mr. Victor A. Nolan, 12 Via Barberini, Chula Vista 92010, stated that many of the trailer parks have a deplorable condition with regard to electrical service, water service, sewer service, etc. Many of the trailers in these trailer parks are not in livable condition. He pointed out the Council should be aware that the cost factor would not be limited to real estate, but to many other issues as well. VOTE ON THE MOTION The motion passed unanimously. MSUC (McCandliss/Malcolm) direct staff to bring back a report on the status of the Bayscene Mobile Home Park arbitration. 3. ORAL COMMUNICATIONS: None 4. CITY MANAGER'S REPORT: None 5. MAYOR'S REPORT: None 6. COUNCIL COMMENTS: a. Councilman Moore Councilman Moore requested that staff contact the chair of the Housing Advisory Committee to see if they would meet Citv Council Minutes -4- March 10 1990 more frequently to expedite their recommendation to the City Council regarding the relocation mobile home park. He reported the Council will find information items in their packet next week regarding background on the Clean Water Advisory Committee. Councilman Moore reported there is a multiple family dwelling unit for sale that could address homeless issues. If the Council is interested in pursuing this, it should be put on the next Council or Redevelopment Agency meeting for potential acquisition. Mr. Salomone asked for clarification regarding whether or not it is the Council's desire to continue with the EIR on the Sweetwater Valley property. Mayor Cox stated it is the direction of Council to continue with the EIR at this point.
