Mayor Cox called the meeting to order at 6:13 p.m.

5. 1990 CENSUS 'COMPLt~'I'E COUN'I' PROGRAM
Jeri Gulbransen, Public Information Coordinator, informed the District about the current census program.
SHe stated the City would be mailing out information in the quarterly newsletter in March, articles in local
newspapers, envelope stuffers in the Otay water bills, and bus advertising. The City will also be setting up
two assistance centers for approximately two weeks. City employees will also be encouraged to file their
forms.
She requested the College District to encourage staff and students to file ad to inform everyone that the
forms are easy to fill out and confidential.
Superintendent Come requested that Ms. Gulbransen send over a quantity of forms and he felt the Student
Government Organization would assist in their distribution.
3. DISCUSSION OF GROWTH MANAGEMENT ISSUF, S
Mayor Cox gave a brief overview of the Growth Management Oversight Committee and stated the
Committee had recommended areas of concern to the City Council. They have worked with the City staff
and used the thresholds as adopted by the Council as criteria to evaluate eleven areas within the City and
report back to the Council if there are areas of concern. The Council had received the first report in
August and four statement of concern were issued. One each for the high school and elementary school
and one each for the Otay Water District and the Sweetwater Water District.

Mr. George Krempl, Deputy City Manager, stated the current population estimates for the City were
131,250 people. The average growLh rate over the last five years had been approximately 2.5% or 25,000
people per decade. He stated the thresholds had been adopted two years ago and the concerns of the
community were obtained through citizen surveys. In the report issued in August, the Committee had
three additional areas of concern: 1. shortfall of libraries, 2. water availability - especially in the Otay
Water Disttict, and 3. schools- the Chula Vista Elementary DIswict and the Sweetwater Union High School
District. They also indicated that sufficient information was not available regarding traffic issues and were
unable to issue a determination. The second phase had just begun and the main focus will be air and
water quality along with traffic.
The Growth Management Elements will be mendmenu to the General Plan. The system will be designed
to predict where development will occur and coordinate the timing of the facilities with that development.
A consultant has been hired to prepare a data base and propose policies. The report is expected within
six months.
Boardmember Bareno questioned the City's authority to regulate air quality.
Mr. Krempl state the City would make recommendations and develop strategies applicable to Chula Vista.
These would include transportation demand management and other traffic strategies along with an arterupt
to define what air quality is.
Superintendent Conre stated the College has shifted a large number of students to public transportation
over the last few years. He noted the student population has grown on an average of 607% over the last
few years. The average student age is 28.8, majority females, single head of household and, back for job
training.
Councilman Nader questioned the impact upon the District if they did grow by SANDAG projections.
Superintendent Conic state the Disu-ict would be tapped out of space in one year. CutTent head count
is just over 16,000 and is projected to be between 16,250 and 16,500 next year. Campus capacity is
18,000 students.
Boardmember Blank questioned whether the GMOC addressed recreational facilities and in particular the
northeast corner of the campus. He noted the College had worked with the City several years ago for joint
use playing fields.
Councilman Moore stated there had been a problem with fill for the area.
Mayor Cox stated there was a willingness by the CB's to do the grading and the City Parks and Recreation
Director had attempted to develop costs, but there was a concern that the five years was not long enough
to amortize the cost versus the usage. He stated the City had also looked at the area for a cultural arts
facility.
Councilwoman McCandliss stated it was her understanding that the area was not being considered for a
cultural arts facility and questioned whether the District would be still interested in the soccer fields.
Superintendent Conte stated he would be hard pressed to make a commitment for over a six year period.
He noted the District was in the process of starting their educational master plan this year.

He added that the parking lots would create a problem as the District would not be able to differentiate
between the student and non-student vehicles. He did not feel the District would be financially able to
forego the permit fees.
Boardmember Blank felt the problem of parking could be resolved.
Councilman Moore requested that the District contact the Council after their update of the master plan
regarding this property. He questioned whether the District would be interested in fill for the property.
He felt with all the development within the city that there would be flee available fill.
Mayor Cox requested staff to research past information and wok with College regarding fill.
4. STATUS REPORT(S)
Mr. George Lippitt, Director of Public Works, gave a brief review of recent developments in the area. He
also stated SANDAG was in the process of beginning a light rail transit study. The primary area being
studied is from the border to SR54, mainly east and west.
Superintendent Conte noted there was a bottle neck turning into the College on H Street. He felt if the
traffic could be alerted to the College entrance, as far back as Buena Vista Drive, it would alleviate this
problem. He stated the entrance into the College was a double lane but the roadway up the hill was a
single lane so that a dual tum into the College would not be feasible.
Mayor Cox requested the Mr. Lippitt review the problem and report back to Council.
Mayor Cox stated an Interjurisdictional Task Force had been formed to develop goals, objectives and
policies to evaluate proposals from the Baldwin Company. He stated there was a proposed campus in the
Otay alley area in addition to the land set aside for a four year facility. He also stated the Baldwin
Company is reviewing the issue of a monorail for the area.
Superintendent Conte stated the District was probably five years away from the need for a second campus.
They have been working with the State Chancellor and noted the District is in an impacted area.

Superintendent Conte stated he appreciated the support and cooperation the District had received over the
last four years from City staff and Council. He felt it was a healthy relationship and hoped it would
continue.

Mayor Cox stated he was delighted the District and Council had an opportunity to meet together and he
proposed they meet at least annually.
10. COUNCIL'S REPORT(S]
Councilwoman McCandliss stated the District had talked in the past of forming a foundation and
questioned the status.
Superintendent Conte stated it had been formed and was functioning. It is currently funding student
scholarships and staff development.
