In connection with the subject Design Review Committee cases, we are forwarding to you the
concerns of the Committee as they relate to the denial of these proposals, As you will note when
reviewing the staff report, the Committee met on a number of occasions with the applicant in an
attempt to arrive at design solutions which would be acceptable to the DRC and which would
be in keeping with the standards and principles contained in the Design Manual,
The Committee, throughout the process, felt strongly that the proposals for exterior modifications
were not only inappropriate, but would have the practical result of negating the past work of staff
and previous Design Review Committees in directing the development of the existing attractive
buildings which are proposed for major modification. It is the Committee's feeling that the
present buildings represent well integrated use of good design and appropriate materials which
have created buildings compatible with their respective sites and adjacent land uses. As the
record will show, the applicant, on several occasions, solicited design suggestions from the
Committee and seemed to indicate a willingness to modify the proposals to address the concerns
expressed. In every instance, the proposals were resubmitted without any changes. At one point,
the applicant proposed to enhance the landscaping at each site and then withdrew the offer.
We feel that the Committee made a sincere effort to work with the applicant for a reasonable
compromise which was not reciprocated. The potential impact of the proposed modifications
would be substantial and not in keeping with good urban design. The Committee very carefully
considered the reasons for denial which relate to inappropriate use of color, use of the buildings'
materials, the destruction of positive elements in the current buildings' design, the impact on
adjacent land uses, and the inadequacy of landscape to soften the proposed modifications.
The Committee respectfully requests that you concur with its actions and deny the appeals,
