PUBLIC HEARING: PCl-92-C: Consideration of zoninq westerlv shore of Lower Otav Lake to A-lOO - Citv of Chula Vista A. BACKGROUND The City of Chula Vista has initiated the zoning acres constituting the westerly shore of Lower (Agricultural zone, IOO-acre minimum parcel size). by the City of San Diego. The Envi ronmenta 1 Revi ew Coordi nator has determi ned that the proposal is exempt from environmental review under Class 3(a) of the CEQA Guidelines. of approximately 100 Otay Lake to A-IOO The property is owned B. RECOMMENDATION Adopt a motion recommending that the City Council zone approximately 100 acres to A-lOO as shown on Exhibit A. C. DISCUSSION The property in question represents the area between Wueste Road and the shorel ine of Lower Otay Lake, south of Otay Lakes Road, and generally cons i sts of vacant, undeveloped open space. The Ci ty of San Di ego boat launch facility is located on the southerly portion of the property, and the Olympic Training Center Boathouse facility is proposed in the central portion, directly east of the main OTC site. At the time the City of Chula Vista adopted the EastLake III GDP and the OTC SPA Plan and prezoning, the area east of Wueste Road was intended to remain unincorporated and under County jurisdiction. When LAFCO approved the OTC annexation, however, they extended the boundary to the shoreline of Lower Otay Lake in order to create logical service boundaries. This action added the area to Chula Vista's corporate limits, but left the property without any zoning. D. ANALYSIS The property is designated on the Chula vista General Plan as Open Space. In the text of the General Pl an thi s des i gnat i on is descri bed as "Open Space, Agricultural and Reserve," typical uses for which include open spaces such as floodplains and mountains, 1 imited recreation uses, rural residential, and agricultural uses such as farms, orchards, pastures, and 1 i vestock rai sing. The property has also been i dent ifi ed in the General Plan as one of two north-south 1 inks in the Chula Vista Greenbelt -- the other being the Salt Creek canyon and stream valley. The stated purpose of the Agri cultura 1 zone is to "provi de a zone with appropriate uses for areas rural in character, which are undeveloped and not yet ready for urbanization". The Agricultural zone is the most restrictive that Chula Vista has, and with the "100" designator, would / -I City Planning Commission Agenda Items for Meeting of July 8, 1992 Page 2 allow no further subdivision of the property, nor more than one single family dwell ing on the entire 100 acres. The establ ishment of the OTC Boathouse or other 1 ake,ori ented recreat i ona 1 use woul d requi re approval of a conditional use permit by the City Council. Both the Chula Vista City School District and the Sweetwater Union High School District have stated they have no special requirements for this proposal, but if the zoning is changed in the future to allow for more intensive uses, the property may have to be annexed to a Community Facilities District (Mello-Roos District).
