HomeMy WebLinkAboutRCC MIN 2002/05/13MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION May 13, 2002 Mercy Building Conference Room 430 "F" Street MEETING CALLED TO ORDER by Vice-Chair Doug Reid at 6:36 p.m. ROLL CALL/MOTION TO EXCUSE MSC (Burrascano/Jasek) to excuse Chair Charles Bull and Commissioner Teresa Thomas. Vote: (4-0) MEMBERS PRESENT: Vice-Chair Doug Reid, Commissioners Cindy Burrascano, Juan Diaz, Stanley Jasek and Pamela Bensoussan (6:40) STAFF PRESENT: Paul Hellman, Environmental Projects Manager Shauna Stokes, Administrative Services Manager Linda Bond, Recording Secretary APPROVAL OF MINUTES: April 15 and 29, 2002 The minutes of April 15 and 29, 2002 were continued to the next meeting, as the appropriate Commissioners were not present. ORAL COMMUNICATIONS: None. OLD BUSINESS: None. NEW BUSINESS 1. IS-02-40 -Rancho del Rey Library Mr. Paul Hellman (Environmental Projects Manager) indicated that this project is scheduled to go before City Council in June to consider a grant application to the State. Part of the grant application was to comply with CEQA. Significant impacts have been identified in the areas of water quality, noise and biological resources. • Water Qualm: The project will have to comply with the NPDES requirements dictated through the Regional Water Quality Control Board permit that was issued last year. RCC Minutes - 2 - May 13, 2002 Noise: A noise study will be done at the time the detailed architectural plans are prepared to assure that an interior level of 45 dB is achieved. Biological Resources: The site is adjacent to a natural canyon area to the west. The only part of the proposal that would encroach into the canyon area and the native vegetation would be a pedestrian pathway, which is tentative at this time. It would come around the left side of the Fire Station and extend up into the future planned YMCA Teen Center. The pedestrian pathway has been addressed in the biological report just in case at some future point it is built. The direct impact from the pedestrian pathway would be 4/10 of an acre, including 3/10 of an acre of Coastal sage scrub which is occupied by a pair of Gnatcatchers. Mitigation for such impacts is typically accomplished through habitat restoration and/or habitat preservation. Ms. Shauna Stokes (Administrative Services Manager) indicated that the pedestrian pathway was not included in the grant application to the State because the City does not have permission from SDG&E to access their easement at this time. Commissioner Bensoussan asked when the library was scheduled to open because construction activities could impact the Gnatcatchers during breeding season. Ms. Stokes stated that the target date is January 2005. Mr. Hellman stated that compliance with the Gnatcatcher construction noise mitigation measures would mitigate this potentially significant impact to below a level of significance. MSC (Diaz/Jasek) to accept the Initial Study and Mitigated Negative Declaration. Vote: (5-0-0-2) with Bull and Thomas absent. ENVIRONMENTAL REVIEW COORDINATOR COMMENTS: Mr. Hellman announced that the Awards Banquet has been scheduled for Thursday, June 27, 2002. More information would be provided to the Commissioners at a later date. CHAIR COMMENTS: Vice-Chair Reid indicated that he might not be at the next meeting. COMMISSIONER COMMENTS Commissioner Burrascano asked if anyone at the City has had a chance to work on surveying in central MSCP preserve areas, and she was hoping that someone could tell the RCC what is planned with that money. Mr. Hellman stated that he only knew that a contract was being worked on for that work. He did not know what the work would entail. He would make a note and have Ms. Marilyn Ponseggi (Environmental Review Coordinator) discuss that at the next meeting. RCC Minutes - 3 - May 13, 2002 Commissioner Bensoussan announced that approximately 1,200-1,500 people took the Chula Vista Historic Home Tour on May 11 and 12, 2002 and that Chair Charles Bull announced the Historic Preservationists of the Year 2002 at the Pre-Historic Tour party Friday night. ADJOURNMENT: Vice-Chair Reid adjourned the meeting at 7:05 p.m. to a regular meeting on Monday, June 3, 2002, at 6:30 p.m. in the Mercy Building Conference Room, 430 `F' Street, Chula Vista, CA.
