HomeMy WebLinkAbout2006-03-06 RCC MINMINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION March 6, 2006 Ken Lee Building Conference Room 430 'F' Street MEETING CALLED TO ORDER by Chair Reid at 6:04 p.m. ROLL CALL/MOTION TO EXCUSE MEMBERS PRESENT: Chair Doug Reid, Vice-Chair Tracy Means, Commissioners Stanley Jasek, Eric Mosolgo, Georgie Stillman and Lynda Gilgun STAFF PRESENT: Marilyn Ponseggi, Environmental Review Coordinator Marie Muett, Associate Planner Jim Newton, Senior Civil Engineer Linda Bond, Recording Secretary OTHERS PRESENT: Frederico Escobedo, Villas Del Mar Development LLC Chair Reid asked new Commissioner Gilgun to tell the members a little bit about herself and her background. APPROVAL OF MINUTES: January 9 and 23, 2006 January 9, 2006 Minutes MSC (Jasek/Mosolgo) to approve the January 9, 2006 minutes. Vote: (4-0-2-0) with Means and Gilgun abstaining January 23, 2006 Minutes MSC (Jasek/Stillman) to approve the minutes of January 23, 2006. Vote: (4-0-2-0) with Reid and Gilgun abstaining. ORAL COMMUNICATIONS: None. NEW BUSINESS 1. IS-OS-017 --- Road One San Diego, 1805 Maxwell Road Ms. Maria Muett (Associate Planner) gave a brief overview of the project. Ms. Marilyn Ponseggi (Environmental Review Coordinator) reported that staff has started to run an air quality model for all projects. That has been done in the past for large projects, now it will be done for every project. RCC Minutes - 2 - March 6, 2006 Commission Comments The Commissioners raised the following questions/concerns • Incorporation of impervious surfaces into projects to take care of the drainage and clarification that decomposed granite is not an impervious surface. • Adequacy of downstream drainage facilities. • Treatment of off-site flow for water quality. MSC (Means/Jasek) that the RCC find the Initial Study adequate and recommend that the Mitigated Negative Declaration be adopted. Vote: (6-0) 2. IS-04-022 ---Villas Del Mar, 160 N. Del Mar Avenue Ms. Muett gave a brief overview of the project Commission Comments The Commissioners raised questions regarding • Sewer and drainage on-site systems. • Rezoning of the property. • Average lot size. • Future paving of N. Third Avenue north of the site. • Maintenance of the underground detention basin by the HOA. • Height of retaining walls. • Location of the salt marsh on the site. MSC (Jasek/Mosolgo) that the RCC find the Initial Study adequate and recommend that the Mitigated Negative Declaration be adopted. Vote: (6-0) ENVIRONMENTAL REVIEW COORDINATOR COMMENTS 3. Meeting Time Ms. Ponseggi stated that the Commission had had discussions over the last couple of years whether or not the meetings should continue to be at 6:00 or if they should move to 4:00 or 4:30. Ms. Ponseggi asked for direction from the RCC and stated that changing the meeting time will require that staff bring back a Resolution formalizing the action. There was unanimous consensus among the Commissioners to change the meeting time to 4:30. Ms. Ponseggi reminded the Commissioners about the March 20`"speaker. MSC (Jasek/Means) to meet at 4:30 on Monday, March 20, 2006. Vote: (6-0) RCC Minutes - 3 - March 6, 2006 CHAIR COMMENTS: None. COMMISSIONER COMMENTS Commissioner Mosolgo stated that he would not be present at the April 3, 2006 RCC meeting. He also inquired about the ultimate height of the landfill. Ms. Ponseggi responded that she would bring the information back to the next meeting. Commissioner Stillman asked if the City had a policy regarding preservation of vintage commercial signs (e.g., EI Patio and The Flamingo Cafe). Ms. Ponseggi responded that there is nothing in the City Code that she was aware of that would protect those signs. The City is just about to embark on the preparation of the Historic Preservations Program and an Ordinance, which may or may not address signage. Ms. Ponseggi advised Commissioner Stillman to contact the staff planner. ADJOURNMENT: Chair Reid adjourned the meeting at 6:56 p.m. to a regular meeting on Monday, March 20, 2006, at 4:30 p.m. in the Ken Lee Building Conference Room, 430 "F" Street, Chula Vista, CA 91910.
