HomeMy WebLinkAbout2006-04-17 RCC MINMINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION April 17, 2006 Ken Lee Building Conference Room 430 'F' Street MEETING CALLED TO ORDER by Chair Reid at 4:36 p.m. ROLL CALL/MOTION TO EXCUSE MEMBERS PRESENT: Chair Doug Reid, Vice-Chair Tracy Means, Commissioners Stanley Jasek, Eric Mosolgo, Georgie Stillman, Lynda Gilgun and Brett Davis STAFF PRESENT: Marilyn Ponseggi, Environmental Review Coordinator Marni Borg, Environmental Projects Manager Scott Donaghe, Senior Planner Rick Rosaler, Principal Planner Linda Bond, Recording Secretary OTHERS PRESENT: Ranie Hunter, Otay Ranch Company Kim Kilkenny, Otay Ranch Company Charlie Bull, RECON APPROVAL OF MINUTES: March 27. 2006 MSC (Jasek/Davis) to approve the March 27, 2006 minutes. Vote: (6-0-1-0) with Means abstaining. The RCC unanimously agreed to address CHAIR COMMENTS and COMMISSIONER COMMENTS at this time as Commissioner Mosolgo had to recuse himself from Item #1. He would not return for the remainder of the meeting. CHAIR COMMENTS: Chair Reid indicated that there was a meeting held by the State on an off-road vehicle park on the Otay Landfill site. He requested that the RCC have a report back in the future on the proposal. Ms. Marilyn Ponseggi (Environmental Review Coordinator) responded that Ed Batchelder is the Planning Department representative, and she would ask him to give a presentation. COMMISSIONER COMMENTS: None. ORAL COMMUNICATIONS: None. Commissioner Mosolgo left the meeting at this time. RCC Minutes - 2 - April 17, 2006 NEW BUSINESS EIR-02-02 --- Draft Second Tier Environmental Impact Report for Otay Ranch Villages Two, Three and a Portion of Village Four Sectional Planning Area (SPA) Plan Ms. Marni Borg (Environmental Projects Manager) gave an overview of the document. Commission Comments Vice-Chair Means inquired as to how much of the Baldwin Letter Agreement has been implemented. Commissioner Jasek had questions/concerns regarding the following: • Adjustment of allowable dwelling units from 2,510 to 2,786 • Deletion of the "Potential Avian Corridor". • 55 bird species were identified in the area yet only five or six were listed in the Draft EIR. • Regarding the proposed mitigation measures that "No units within the project area shall be constructed which would result in the total number of units within the Eastern Territories exceeding 8,990 units, prior to the construction of SR-125 between SR-54 and the International Border", Commissioner Jasek questioned if other projects are adhering to this mitigation measure. • Commissioner Jasek asked the applicant areas would be the first developed, the through to Main Street. to clarify the phasing of the project and which most southern areas or Heritage Road going Commissioner Gilgun had questions/concerns regarding the following: • Traffic and impacts to I-805 that cannot be mitigated. • If the project could be approved even though there are significant impacts that cannot be mitigated. • The conveyance of land into the preserve as currently required and the proposed amendment. Commissioner Davis inquired of the applicant when they anticipated the first phase threshold of 1,376 dwelling units would occur. Commissioner Stillman had questions/concerns regarding the following: • The 1.188 acres conveyance requirement in the Otay Ranch RMP. • How much has been conveyed? • What happens if there is no land to convey? Chair Reid had questions/concerns regarding the following: • Location of tarplant • The designation of archeological sites as historical. • The status of the City of San Diego water pipeline through the project. • Clarification that there is adequate capacity for the treatment of wastewater at the regional facility. • Clarification of the alternatives chart. Staff provided information and clarification to the Commissioners' questions. RCC Minutes - 3 - April 17, 2006 MSC (Reid/Jasek) that the RCC recommend that the Planning Commission and City Council certify the EIR as adequate with the conditions that: 1. Add a section to include the discussion that there is adequate capacity for treatment and conveyance of sewage. 2. Clarify the introduction to Table 10-9 stating that less impacts can also mean no impacts. Vote: (6-0-0-1) with Mosolgo absent. ENVIRONMENTAL REVIEW COORDINATOR COMMENTS: None. COMMISSIONER COMMENTS (Cont'd.) Commissioner Jasek asked what had become of the Championship Off-Road Race after the RCC looked at it. Ms. Ponseggi stated that the Off-Road Race would go before the Planning Commission on April 19, 2006. Commissioner Jasek asked if schools were exempt from coming before the RCC. Ms. Ponseggi responded that public schools do not fall under the purview of the City. ADJOURNMENT: Chair Reid adjourned the meeting at 6:00 p.m. to a regular meeting on Monday, May 1, 2006, at 4:30 p.m. in the Ken Lee Building Conference Room, 430 "F" Street, Chula Vista, CA 91910.
