MEETING CALLED TO ORDER by Chair Reid at 4:36 p.m.
ROLL CALL/MOTION TO EXCUSE

APPROVAL OF MINUTES: April 17, 2006
MSUC (Jasek/Means) to approve the minutes of April 17, 2006. Vote: (7-0)
ORAL COMMUNICATIONS: None.
NEW BUSINESS
The agenda items were taken out of order.
2. EIR-O5-02 --- Eastlake III Senior Housing Project Draft Subsequent Environmental
Impact Report
Ms. Marni Borg (Environmental Projects Manager) gave an overview of the document.
Commission Comments
Commissioner Stillman had questions/concerns regarding:
• Who does the monitoring for all the mitigation measures?
• Who determines if a mitigation measure is feasible (i.e., use of low-sodium lights)?
• The location of the Greenbelt trail and what it is.
• The use of green building technology for structures.

Commissioner Gilgun inquired about the optional trail from the project to the Olympic
Training Center.
Commissioner Jasek had questions/concerns regarding:
• If the units in the 4-story buildings are single-level and if the buildings have elevators.
• How is a SPA Plan modified?
• Affordable housing program options to be utilized and when it will be finalized.
• Whether the SPA Plan calls for a deviation from the required 75-foot setback off of
Olympic Parkway.
Vice-Chair Means stated that parking within all of Eastlake is an issue. The current parking
requirement for multi-family units is not adequate.
Commissioner Mosolgo had questions/concerns regarding:
• The deficiency of overall parking in Eastlake
• City's stance regarding drainage into the Otay Lakes.
• Type of basin to be provided for the green area and filtering of water
Chair Reid had questions/concerns regarding the following:
• Encroachment into setback off of Olympic Parkway and the aesthetics of that setback
• The adequacy of sewage treatment facilities.
• Clarification of whether the EIR addressed potential acoustical impacts on fourth floor of
units.
Several Commissioners re-iterated concerns regarding inadequate parking in Eastlake.
Staff provided information and clarification to the Commissioners' questions.
MSUC (Means/Stillman) that the RCC find the Draft Subsequent EIR for the
Eastlake III Senior Housing Project is adequate provided staff responds to the
question on the capacity for sewage treatment and clarification of the fourth floor
noise analysis. Vote: (7-0)
MS (Stillman/Means) that the RCC recommend that the Planning Commission look
into the limited parking space for residences and guests and to make every effort to
require more parking.
Following considerable debate by the Commissioners, the maker with consensus of
the second withdrew the motion.
MSUC (Stillman/Jasek) that the RCC recommend to the Planning Commission that
green building technology be implemented in the construction of this project
wherever feasible. Vote: (7-0)
7. Off-Highway Vehicle (OHV) Update
Mr. Ed Batchelder (Advance Planning Manager) gave a presentation regarding the
exploration of creating a potential State Vehicular Recreation Area near the Otay Landfill.

ENVIRONMENTAL REVIEW COORDINATOR COMMENTS
Ms. Marilyn Ponseggi (Environmental Review Coordinator) clarified for the Commissioners that,
whenever they do not vote in favor of a motion, they must state their reason(s) for the record.
Ms. Ponseggi indicated that there might not be an RCC meeting on July 3, 2006 due to lack of
agenda items. She polled the Commissioners in case there should be a need for a meeting.
Four members would be available for the July 3 meeting.
CHAIR COMMENTS: None.
COMMISSIONER COMMENTS
Commissioner Gilgun asked if the Commission could get someone to give a presentation on the
new energy institute. Ms. Ponseggi stated that it is on the schedule for next month.
Commissioner Mosolgo voiced his concern regarding the lack of parking at Salt Creek Park
especially now that the Little League fields are active. He stated that there are petitions going
around. Ms. Ponseggi suggested that those who are concerned about the issue can go to the
City Council or send a letter but that is not within the purview of the RCC.
ADJOURNMENT: Chair Reid adjourned the meeting at 5:49 p.m. to a regular meeting on
Monday, June 5, 2006, at 4:30 p.m. in the Ken Lee Building Conference Room, 430 "F" Street,
Chula Vista, CA 91910.
