Vote: (5-0-0-2) with Means and Reid absent. MSC (Stillman/Mosolgo) to excuse Chair Doug Reid. Vote: (5-0-0-1) with Means absent. MEMBERS PRESENT: Vice-Chair Tracy Means (4:39), Commissioners Stanley Jasek, Eric Mosolgo, Georgie Stillman, Lynda Gilgun and Brett Davis STAFF PRESENT: Marilyn Ponseggi, Environmental Review Coordinator Marisa Lundstedt, Environmental Projects Manager Mary Venables, Associate Planner Jim Sandoval, Planning & Building Director Josie Gabriel, Associate Planner Steve Power, Environmental Projects Manager Denny Stone, Economic Development Manager/University Park & Research Center Project Manager Linda Bond, Recording Secretary OTHERS PRESENT: Allen Sipe, Sipe Design Group Cheryl Monzon, San Diego County DPLU Joseph De Stefano, San Diego County DPLU Spencer MacNeil, Aspen Environmental Group Marc Schulte, RBF Consulting APPROVAL OF MINUTES: May 15, 2006 MSC (Stillman/Davis) to approve the minutes of May 15, 2006. Vote: (5-0-0-2) with Means and Reid absent. Vice-Chair Means arrived at the meeting at 4:39 p.m. at which time the meeting was turned over to her. ORAL COMMUNICATIONS: Mr. Jim Sandoval (Planning & Building Director) talked about organizational changes that have been made within the Environmental Section and the direction staff is heading policy-wise. He thanked Ms. Marilyn Ponseggi (Environmental Review Coordinator) for her efforts as staff liaison to the RCC and briefly described her new role of being involved in high priority projects out of the City Manager's Office. Mr. Sandoval introduced RCC Minutes - 2 - June 5, 2006 Ms. Marisa Lundstedt (Environmental Projects Manager) as the new staff liaison to the RCC. He expressed a desire to get the RCC more involved in habitat preservation and sustainability issues. One area of responsibility that could be shifted from the RCC is historic preservation. NEW BUSINESS 1. IS-05-015 ---Terra Nova Service Station and Car Wash, 350 East 'H' Street Ms. Mary Venables (Associate Planner) presented an overview of the project. Commission Comments Commissioner Davis inquired about the average level of noise from a car wash. Commissioner Stillman stated that car washes of this type are very environmentally friendly. Commissioner Mosolgo had questions/concerns regarding: • Frequency and capacity of the sanitary fluids. • Haw are the sanitary fluids regulated? • Steps taken to prevent run-on of water into the car wash dispensers from adjacent areas. Commissioner Gilgun asked about the number of Initial Study public notices that had been mailed out. Staff satisfactorily provided information and clarification to the Commissioners' questions. MSC (Mosolgo/Davis) that the RCC recommend that the Initial Study is adequate and recommend that the Mitigated Negative Declaration be adopted. Vote: (6-0-0-1) with Reid absent. 2. Report on the Otay River Watershed Management Plan (WMP) Ms. Cheryl Monzon (San Diego County DPLU), assisted by Ms. Lundstedt, Mr. Joseph De Stefano (San Diego County DPLU), Mr. Spencer MacNeil (Aspen Environmental Group) and Mr. Marc Schulte (RBF Consulting), presented the Otay River Watershed Management Plan. City and County staff explained that the WMP was developed to ensure the protection and enhancement of the natural resources within the Otay River Watershed. Commission Comments Commissioner Davis stated that he would like more information about what was presented. Commissioner Stillman had questions/concerns regarding: • The WMP website did not show if various environmental groups had looked at the document or worked with the County and City on the document. • How these efforts would be funded. Commissioner Mosolgo had questions/concerns regarding: • Were any technical studies/reports prepared? RCC Minutes - 3 - June 5, 2006 • How does the WMP work with the dam? • Are there low-flows coming out of the dam? • Regional water quality basins in the floodplain areas of the river. Vice-Chair Means had questions/concerns regarding: • Population around the watershed boundary. • The stakeholder group was provided technical documents. Will there be more studies for them to review? City and County staff satisfactorily provided information and clarification to the Commissioners' questions. MSC (Stillman/Mosolgo) that the RCC recommend that the City Council adopt the Otay River Watershed Management Plan. Vote: (6-0-0-1) with Reid absent. 3. Presentation on National Energy Center for Sustainable Communities Mr. Denny Stone (Economic Development Manager/University Park and Research Center Project Manager) presented an overview of the project, which will consist of the construction of a 40,000 square foot headquarters building for the National Energy Center at the University Park and Research Center in Otay Ranch. It will be a living laboratory for energy research and demonstration projects. Commission Comments Commissioner Stillman stated that this is a wonderful thing for the City. She suggested that the U.S. Green Building Council website ~^ ^'°..,T.~:r~ v^~~ be contacted for funds. Commissioner Gilgun asked if the power plant on the Bay could be analyzed. Commissioner Mosolgo had questions/concerns regarding: • Amount of acreage required for the Energy Center. • Make sure views are oriented away from the prison. • Trolley/transit line connection to the University site. Commissioner Davis asked about the timeframe for the completion of the facility. Staff satisfactorily provided information and clarification to the Commissioners' questions. ENVIRONMENTAL REVIEW COORDINATOR COMMENTS: Ms. Lundstedt stated that she is looking forward to working with the Commissioners and for them to contact her if they had any questions regarding the transition. CHAIR COMMENTS: Vice-Chair Means announced her immediate resignation from the RCC, as she is moving out of state. COMMISSIONER COMMENTS: Commissioner Gilgun thanked staff for the informative presentations. She requested that a presentation by Michael Meacham regarding Community Choice Aggregate be placed on a future agenda.
