MEETING CALLED TO ORDER by Chair Reid at 4:38 p.m.
ROLL CALL/MOTION TO EXCUSE
MSC (Mosolgo/Davis) to excuse Commissioner Jasek. Vote: (5-0)
MEMBERS PRESENT: Chair Doug Reid, Commissioners Eric Mosolgo, Georgie
Stillman, Lynda Gilgun and Brett Davis
STAFF PRESENT: Marisa Lundstedt, Environmental Projects Manager
Mary Venables, Associate Planner
Duane Bazzel, Principal Planner
Linda Bond, Recording Secretary
APPROVAL OF MINUTES: June 5, 2006
MSC (Stillman/Gilgun) to approve the minutes of June 5, 2006 with one revision.
Vote: (4-0-1-1) with Reid abstaining and Jasek absent.
ORAL COMMUNICATIONS: None.
NEW BUSINESS
1. Election of Vice-Chair
MSC (Stillman/Gilgun) to elect Commissioner Jasek Vice-Chair. Vote: (5-0)
2. Presentation on the Greenbelt Master Plan
Mr. Duane Bazzel (Principal Planner) presented an overview of the Greenbelt
Master Plan.
Commission Comments
Commissioner Stillman had questions/comments regarding:
• Are there any maps of the existing trails?
• On the preservation side, is the Ranch House being preserved?

Commissioner Mosolgo had questions/concerns regarding:
• Are there any trails in the west segment yet?
What are the long-term plans to deal with transients?
Has there been any consideration given to adding Rice Canyon and Bonita Long
Canyon to the trail system?
If artifacts were found, how were they dealt with?
Staff satisfactorily provided information and clarification to the Commissioners'
questions.
3. Presentation on the Air Quality and Water Conservation Programs
Ms. Mary Venables (Associate Planner) presented an overview of the programs.
Commission Comments
Commissioner Mosolgo asked if there were ways of limiting irrigation to a
homeowner with an Evapotranspiration (ET) controller.
Commissioner Stillman had questions/comments regarding:
• The presentation was very informative and should be shared with children at the
local schools.
• In-fill homes should be required to install the water/energy conservation devices.
Staff satisfactorily provided information and clarification to the Commissioners'
questions.
ENVIRONMENTAL REVIEW COORDINATOR COMMENTS: None.
CHAIR COMMENTS: Chair Reid suggested that the agenda item entitled
ENVIRONMENTAL REVIEW COORDINATOR COMMENTS be changed.
COMMISSIONER COMMENTS
Commissioner Gilgun stated that she would not be available for the special RCC
meeting on June 26, 2006 regarding the Urban Core Specific Plan EIR. She would
submit her comments by Friday, June 23, 2006.
Commissioners Stillman and Davis indicated that they might have a conflict of interest
with the Urban Core Specific Plan EIR because of where they reside. Ms. Marisa
Lundstedt (Environmental Projects Manager) stated that she would review if the
Commissioners had a conflict.

ADJOURNMENT: Chair Reid adjourned the meeting at 5:54 p.m. to a special meeting
on Monday, June 26, 2006, at 4:30 p.m. in the Ken Lee Building Conference Room, 430
"F" Street, Chula Vista, CA 91910.
