HomeMy WebLinkAboutcc min 1999/08/19 MlNUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA August 19, 1999 4:00 p.m. An Adjourned Meeting of the City Council of the City of Chula Vista was called to order at 4:08 p.m. in the Council Conference Room located in the Administration Building, 276 Fourth Avenue, Chula Vista, California. CALL TO ORDER 1. ROLL CALL: PRESENT: Councilmembers Davis, Moot, Padilia, Salas, and Mayor Hotton. ABSENT: None. ALSO PRESENT: City Manager Rowlands, City Attorney Kaheny, City Clerk Bigelow 2. UPDATE AND DISCUSSION ON MULTIPLE SPECIES CONSERVATION PROGRAM (MSCP) SUBAREA PLAN Principal Planner Bazzel and the City's consultant Laurie McKinley of MNA Consulting summarized the history of the program, Chula Vista's Subarea Plan goals, and the issues to be addressed. The goals are to (1) reduce or eliminate redundant local, state and federal review of individual projects by obtaining state and federal Take Authorizations for 85 species, 49 of which are currently known to exist in Chula Vista; (2) conserve covered species and their habitats through the conservation of interconnected significant habitat core and linkages; (3) delineate and assemble a preserve using a variety of techniques, including public acquisition, on- and off site mitigation, and land-use regulations; (4) provide a preserve management program that, together with state and federal management activities, will be carried out over the long-term, further ensuring the conservation of covered species; and (5) provide necessary funding for a preserve management program. The issues concern the covered projects, major amendment designations, and the university site boundaries, and a future meeting will be schedoled to clarify how the plan will address these issues. The Council discussed the relationship between the MSCP approval and the current ability to obtain permits for Olympic Parkway. It was the consensus of the Council to appoint a subcommittee consisting of Mayor Hotton and Councilmember Davis, with Councih-nember Moot appointed as an alternate, to meet with staff and federal and state agencies to resolve the environmental issues. Mayor Hotton asked Planning and Building Director Leiter to report back to Council regarding the preparation of a General PIan update. ORAL COMMUNICATIONS There were none. ADJOURNMENT At 5:43 p.m., Mayor Horton adjourned the meeting to an Adjourned Meeting to be held at 4:00 p.m on August 31, 1999, and thence to an Adjourned Meeting to be held at 6:00 p.m. on August 31, 1999.
