CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:00 p.m. by
Chairperson Hall. City Staff Environmental Review Coordinator Doug Reid called roll. Present:
Commissioners Fox, Kracha, Ghougassian, Johnson.
APPROVAL OF MINUTES: It was MSUP (Fox/Ghougassian) to approved the minutes of the
meeting of June 22, 1992; motion carried 5-0.
1. Item #5, review of the Planning Commission agenda, was removed from the agenda
due to cancelled meeting of the Commission.
2. Athena Bradley explained the grant received for an intern to handle the Household
Waste Education Project. This person would continue to encourage more participation in
recycling, speak to community groups, etc. This position requires a more professionally-
trained individual to work with Code Enforcement officers. Ghougassian does not support the
concept of hiring an intern to a part-time position with the possibility of moving to a full-time
staff. He feels this is not necessary for this particular job. Rather, he suggests council
establish a committee and appoint those who have applied for volunteer work and have input
for the city. Athena has already solicited for volunteers at the university without success.
The volunteer hours are not all there, however she does use them on occasion. Athena again
reiterated that the intern would assist in Code Enforcement, which is just more work than a
volunteer would provide.
It is noted the contract for the intern from the commercial recycling and waste management
trust fund last year has expired. This new contract calls for the expansion of the same
concept. The funds left from the old contract will be used for campaigning, developing new
material, signs, etc.
Hall does not want to see a volunteer handle the code enforcement, but that it should be done
by aprofessionally-trained individual. Athena expressed her difficulty in obtaining volunteers,
and if they continue to be unavailable, then no work is accomplished.
Ghougassian questioned the use of unspent tonnage grant money being earmarked for other
projects. It is noted that the money left from that project can be earmarked for other projects,
however the Waste Management Trust Fund cannot be used for anything else.
Kracha agreed volunteers are hard to come by, and for the small amount of pay, it would be
difficult to get someone to work for that amount and still get all the work done.
It was moved and seconded (Fox/Kracha) to adopt the draft council agenda statement,
accepting a State of California Household Hazardous Waste Grant to establish the project and
add a temporary part-time position in the Environmental Management for resolution or motion
of support; motion passed 4-1, (no: Ghougassian).
3. Doug Reid was excused from discussion of EIR 92-02 due to conflict of interest. Diane
Richardson introduced Joe Monaco, who presented information on impacts and mitigation of
traffic, noise, lights, public service and utilities. Craig Fukuyama, the applicant's
representative, advised on the uses of the complex, with large users being Home Depot, Price
Club, K-Mart and a car wash. The location south of "H" Street will be a senior retirement
living complex. Ghougassian questioned the traffic study impact from Southwestern College.
Kracha feels this project is a better improvement for the city. Fox commented on encouraging
more pedestrian traffic. Hall is supportive of the business plan.
It was MSUP (Fox/Kracha) to recommend certification of EIR-92-02, with concern about the
traffic and air pollution which is still seen as unmitigated; 5-0.

4. Jerry Alford, applicant, explained the site plan of the Golf Range/Sports Center,
planned to replace the industrial area previously proposed. It was MSUP (Kracha/Fox) to
recommend approval of the project, subject to mitigation in Paragraph F, mitiaation necessrv
to avoid significant effects; 4-0.
5. The Otay Ranch EIR is scheduled for mid-September. Reps from Ogden, JHK, and
Baldwin will do a workshop September 14.
ADJOURNMENT
The meeting was adjourned by Chairperson Hall at 7:30 p.m.
