°ry°~ Memorandum
CHUTA VISTA
Resource Conservation Commission
Date: June. 7, 2005
To: Honorable Mayor Stephen C. Padilla
From: Chair Douglas D. Reid
Subject: Appointments to the Resource Conservation Commission
As you maybe aware, the Resource Conservation Commission (RCC) will have two vacancies as of June 30,
2005. Teresa Thomas, who has served on the RCC for almost 10 years, will be termed out, and Juan Diaz is
moving out of the City of Chula Vista.
The recent advertising for Boards/Commissions/Committees (B/GCs) positions was very general in scope,
and, while the RCC recognizes the need for that approach for B/C/Cs in general, we have concerns as it applies
to the RCC Like other B/C/Cs (such as the Design Review Committee requirements) the RCC has specific
duties that require an understanding of staff/consultant/public input. Therefore, we request that the Mayor/
Council consider the following areas of expertise when making these appointments to the RCC:
Environmental quality (biology, archeology, history, paleontology, aesthetics, water quality, air
quality, geology, hazardous waste, acoustics, public service, agricultural, transportation, minerals,
energy, open space)
2. Historic resources (historical sites, archeology, cultural, historical districts)
3. Energy conservation/resource recovery (review all energy resource or recovery policies or programs,
review all appeals of Title 20, Energy Conservation Programs, within the scope of the Board of
Appeals or the Planning Commission)
The RCC appreciates your consideration of these standards in making these appointments. The RCC Summary
of Activities will include an attachment of RCC comments that will include a recommendation to modify the
Municipal Code regarding the RCC membership standards and functions.
If you have any questions regarding these matters, please call Doug Reid at 427-0455.
