ORAL COMMUNICATIONS: An opportunity for members of the public to speak to the Resource Conservation Commission on any subject matter within the Commission's jurisdiction but not an item on today's agenda. Each speaker's presentation may not exceed three minutes. NEW BUSINESS 1. EIR-04-05 - Espanada Draft EIR, North side of 'H' Street between Third and Fourth Avenues Staff Recommendation: That the RCC review the Draft EIR and recommend the Planning Commission and City Council find that the EIR is adequate and complete and recommend that it be certified. RESOURCE CONSERVATION COMMISSION OPENING STATEMENT Good evening and welcome to this meeting of the Resource Conservation Commission. The Resource Conservation Commission is comprised of seven citizens who are appointed by the City Council. The Commission has responsibility for advising the City Council, other boards and commissions and staff on environmental issues. The only item on the RCC agenda for this meeting is the Draft EIR for the Espanada Project. If you wish to speak on this Draft EIR, please fill out a speaker slip and submit it to our secretary. When addressing the Commission, please give your name and address, and we ask that you limit your remarks to 3 minutes. After all members of the public have been heard, the Commission will discuss the Draft EIR. If the RCC's final motion on the Draft EIR includes specific comments regarding its adequacy, those comments will be included in the Final EIR along with responses. The Planning Commission will be holding a public hearing on the Espanada Draft EIR on September 22, 2004 the purpose of which is to give members of the public the opportunity to comment on the Draft EIR. Only those verbal comments given during the Planning Commission public hearing and written comments will be included in the Final EIR. The Resource Conservation Commission will consider comments made this evening when making their recommendation; however, they will not be included in the Final EIR. Therefore, if you wish to have your comments included in the Final EIR, with specific responses, you will need to provide your comments either orally to the Planning Commission or in writing to the City prior to September 22. In order to accommodate members of the Commission and the public who wish to attend the Urban Core Specific Plan public workshop, we hope to adjourn this meeting as close to 6:00 as possible. Therefore, we ask that you keep your comments brief and not repeat comments that have already been made. We appreciate your attendance and participation at this meeting and ask that all cell phones and pagers be turned off.
