CALL TO ORDER
Councilmembers Moot, Padilia (arrived at 6:12 p.m.) Rindone, Salas, and
Mayor Horton.

MSC (Horton/Rindone) to excuse Mary Salas from the last meeting held on Tuesday, May 13, 1997. Motion
approved 4-0-1 (Padilia absent).
BUSINESS
2. BUDGET OVERVIEW
John D. Goss, City Manager, presented an overview of the budget emphasizing the status of the current revenues
and showing what revenues have been lost to the State since 1990.
Mayor Horton stated that the City was expecting to generate about $30,000 from the tax on cell phones. She asked
how many cell phone sites were we anticipating. She felt that these companies make a substantial amount of money;
she knew the Water District is making over $100,000 fr-om their sites.
Mr. Goss replied that they were projecting two or three sites. Depending upon the site and the improvements to
make it useable for them, it was possible to generate as much as a $1,000 per month per site. We look at this over
time as an opportunity to significantly increase this. We Io{ik at this reventm sonroe as a start since we are .just
getting started in this area.
Councilman Rindone presented a list of items for staff to look into: ( 1 ) the Work Center, he hoped there would
be a Supplemental Budget item addressing this; (2) staffing changes related to the animal shelter; (3) cost for a 1%
salary adjustment across the board.
Councilmember Moot requested that this information be broken down by the bargaining groop.
Councilmember Rindone continued: (4) the marketing strategy; (5) Third Avenue Street Lighting upgrade; (6) public
works yard, where are we, what are we thinking about doing; (7) Poggi Canyon; (8) look at eliminating the "meter
maids."
Councilmember Moot stated that the City Manager indicated that the hndget, as proposed, has a surplus of
$348,000. He wanted to look at areas that historically have taken cutbacks and how we were looking in the thture
to make up any cutbacks and any deterred maintenance items. He felt that we needed to address the human
resources in the City which has gone nnder fimded. In terms of priorities, he wonld like to address that issue, and
also examine those areas where, because of the difficult finance situations, we have gotten behind on maintenance
issues.
