CITY COUNCIL OF THE CITY OF CHULA VISTA
November 15, 2001 4:00 P.M.
An Adjourned Regular Meeting of the City Council of the City of Chula Vista was called to
order at 4:15 p.m. in the Council Conference Room, located in the City Hall Building, 276
Fourth Avenue, Chula Vista, California.
ROLL CALL:
PRESENT: Councilmembers: Davis, Rindone, Padilla, Salas, and Mayor Horton
(Mayor Horton arrived at 4:35 p.m.)
ABSENT: Councilmembers: None
ALSO PRESENT: City Manager Rowlands, Senior Assistant City Attorney Moore,
and City Clerk Bigelow
1. CITY OF CHULA VISTA ECONOMIC DEVELOPMENT STRATEGIC PLAN (EDS)
In late 2000, Council approved an agreement with Economic Research Associates (ERA)
for the preparation of a Chula Vista Economic Development Strategy (EDS) and
Economic Development Element for the City's General Plan update. The contract is in
the amount of $161,000. In February 2001, Council created an EDA Blue Ribbon
Steering Committee representing 24 different local and regional entities. Since that time,
staff has been working with ERA and the Steering Committee to prepare a series of
reports that lay the groundwork for the development of the Economic Development
Strategy, an action plan with goals and objectives, timeframes and allocated resources.
The purpose of this workshop is to provide Council with an update of these activities and
accomplishments; solicit Council comments; and for Council to consider approving
certain benchmark items, including a proposed economic vision statement.
Community Development Director Salomone announced that a status report, preliminary
findings and committee comments would be presented for feedback and direction from Council.
Economic Development Manager Dye introduced Bill Anderson, representing Economic
Research Associates, who presented the EDS scope of work and project status.
Ms. Dye also introduced the following speakers representing the Blue Ribbon Committee:
Charles Moore, Chairman of the EDC
Julie Meier Wright, President and CEO of the San Diego Regional Economic
Development Corporation
Mike Philbin, Senior Vice President of John Burnham RE
Larry Fitch, CEO, Workforce Partnership Inc.
ECONOMIC DEVELOPMENT STRATEGIC PLAN (Continued) -
Councilmember Padilla left the meeting at this point, 5:34 p.m..
Staff and Committee members made the following recommendations to Council:
Discuss and provide direction to staff
Approve "Chula Vista Economic Vision 2020"
Complete issue papers, targeted industry analysis, Mexico market analysis
Present alternative strategies to Steering Committee and Council
Prepare draft EDS
Present draft EDS to Steering Committee and Council
ACTION: Deputy Mayor Davis moved to support the Chula Vista Economic Vision 2020,
and to include the suggestions by Councilmember Rindone to build on the
existing enterprise facilities by constructing quality hotels and restaurants.
Councilmember Rindone seconded the motion, and it carded 4-0 with
Councilmember Padilla absent.

ADJOURNMENT
At 6:10 p.m., Mayor Horton adjourned the meeting to an Adjourned Regular Meeting on
November 15, 2001, at 4:00 p.m. in the Council Conference Room, and thence to the Regular
Meeting of November 20, 2001.
