ORDINANCE No. 802
ORDINANCE ESTABLISHING A PARK AND RECREATION DEPARTMENT AND
ESTABLISHING A HEAD OF SUCH DEPARTMENT
WHEREAS, it appears expedient and to the best interests of
the administration of the City of Chula Vista to combine the present
Park Department and the present Department of Recreation under the
supervision of one department head,
The City of Chula Vista hereby does ordain as follows:
1. There shall be hereby established a Park and Recreation
Department which shall combine the services and facilities of the
presently existing Park Department and Department of Recreation.
2. The Park and Recreation Department shall be under the s.per-
vision of a Director of Parks and Recreation who shall have the follow-
ing duties and responsibilities.
(a) Plan and organize and direct an adequate recreation
program, and administer the same.
(b) Train and supervise recreational personnel.
(c) Prepare and submit a department budget when required.
(d) Direct recreational activities at Youth Center,
Gymnasium, Swimming Pool, and other facilities
when required.
(e) Schedule the use of recreational facilities.
(f) Attend meetings of the Youth Advisory Council and
meet with community groups to stimulate interest in
the City's recreational program.
(g) Maintain such records and render such reports as may
be required by the Chief Administrative Officer.
(h) Responsibility for landscaping Park areas.
(i) Direction and assistance to workmen engaged in
planting and caring for lawns, trees, shrubs and
flowers.
(j) Recommending tree removals and supervision of tree
trimming and tree removal actiVities.

No employee who is presently employed and classified in the
existing Park Department and Department of Recreation shall be
in any way by reason of the adoption of this Ordinance.

4. The position of Park Superintendent and Director of
Recreation are hereby abolished and such duties and responsibilities
as attended these said positions respectively are hereby merged, and
shall be attached to the position herein created of Director of Parks
and Recreation. The provisions of this paragraph shall be cumulative
to the other provisions of this Ordinance, and irrespective of such
other provisions.
5. That it is not intended by this Ordinance to grant any
authority to, or impose any duty upon, said Director of Parks and
Recreation which is vested in or imposed by general law or valid
City Ordinance in any other City Commission, Board, Department, Division,
Service, Officer or Employee.
6. The said position of Director on Parks and Recreation shall
be a classified position and subject to the jurisdiction and rules and
regulations of the Chula Vista Civil Service.
