A Council Resolution is required by Caltrans to update the California Road System (CRS) maps. ENVIRONMENTAL REVIEW The Envirorunental Review Coordinator has reviewed the proposed activity for compliance with the California Envirorunental Quality Act (CEQA) and has determined that the activity qualifies for a Class 6 categorical exemption pursuant to Section 15306 (Information Collection) of the State CEQA Guidelines. Thus, no further envirorunental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION: Not applicable DISCUSSION Under the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA), eligibility for Federal aid is based on functional classification. Those routes that have a functional classification other than Local Roads and Rural Minor Collectors are eligible for such funding. The results of the functional classification must be mapped and submitted to the Federal 2-1 3/04/08, Item~ Page 2 of 3 Highway Administration (FHW A) for approval and when approved shall serve as the official record for Federal aid highways and the basis for designation of the National Highway System. The Intennodal Surface Transportation Efficiency Act (ISTEA) of 1991 restructured the Federal aid system into two parts: the National Highway System (NHS) and the Interstate system, which is a component of the NHS. A functional classification for highways has been an important part of Federal aid highway programs for many decades. Functional classification is the process by which streets and highways are grouped into classes, or systems, according to the character of service they are intended to provide. There are three highway functional classifications: arterial, collector, and local roads. All streets and highways are grouped into one of these classes, depending on the character of the traffic and the degree of land access that they allow. Federal, State and local governments use this tool to assign jurisdictional responsibility, allocate funds, and establish appropriate design standards. States are required by federal statute (23 USC 460.3b) to report public road mileage to the FHW A. Funds for a number of federal highway programs are apportioned and allocated to the states based on public road lane-miles in each state. Arterials and collectors identify streets and roads that are eligible for Surface Transportation Program (STP) projects. All public roads functionally classified above that of rural minor collector are eligible for Federal assistance under new and/or continued programs provided by ISTEA. These are primarily funded under the Regional Surface Transportation Program (RSTP), the Congestion Mitigation and Air Quality Program (CMAQ), and the Highway Bridge Replacement and Rehabilitation Program (HBRR). The State cooperates with local officials in developing and updating the functional classification. Roads that are classified higher than local urban or local rural roads must be reported individually within their own classification. The Functional Classification Change Request form (Attachment "A") shows a listing of streets that need to be updated. This form will update the current listing to include all public arterials and collectors within Chula Vista that have been open to traffic as of December 31,2007. Functional Classification Change Requests, which include CRS maps, may be submitted by local agencies to their Caltrans District Local Assistance Engineer (DLAE) year-round. The DLAE reviews and forwards the information to Caltrans Headquarters. The FHW A reviews and provides final approval for functional classification change requests by stamping and signing the CRS maps. Submitting Functional Change Requests and updates to the CRS maps at this time will enable the City to submit correct information in the 2007 Maintained Mileage Report to the State, which is due by March 14, 2008. This report includes an itemization of all public arterials and collectors open to traffic as of December 31, 2007, as well as the total centerline mileage for local (residential) streets. Council approval is also required to include new arterials and collectors in this report. This information is used to calculate some of the City's transportation funding, such as Transnet. 2-2 3/04/08, ItemL Page 3 of3 DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found a conflict exists, in that Councilmember McCann has property holdings within 500 feet of the boundaries of the property which is the subject of this action. FISCAL IMPACT This action will not have any direct fiscal impact at this time. However, increasing the City's functionally classified roads is likely to increase the City's share of transportation revenue in the future and increase the City's eligibility to obtain Federal grants. Ii < j'lh 3~~.~ ;Z~1 ~ i~l 1< I 2-7 RESOLUTION NO. 2008- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE FUNCTIONAL CLASSIFICATION CHANGE REQUEST FORM, INCLUDING THE CALIFORNIA ROAD SYSTEM (CRS) MAPS, AND AUTHORIZING CITY STAFF TO SUBMIT THE FUNCTIONAL CLASSIFICATION CHANGE REQUEST FORM AND CRS MAPS TO CALTRANS WHEREAS, under the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA), eligibility for Federal funds is based on functional classification of roads and streets; and WHEREAS, those roads and streets that have a functional classification other than Local Roads and Rural Minor Collectors are eligible for Federal funding; and WHEREAS, if the City wants to classify or reclassify a City street or road, the City is required have a City Council resolution authorizing staff to submit a Functional Classification Change Request Form, including California Road System (CRS) maps, to Caltrans; and WHEREAS, Caltrans will then forward the Functional Classification Change Request Form and CRS maps to the Federal Highway Administration for approval; and WHEREAS, recent additions to the City's street inventory, especially in the eastern part of the City, have not been classified and reported to Caltrans; and WHEREAS, City staff wishes to submit the Functional Classification Change Request Form, including the CRS maps, to Caltrans so that the Form and maps will be forwarded to the Federal Highway Administration for approval and, if approved, those streets and roads will be eligible for Federal funds. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City ofChula Vista that it approves the Functional Classification Change Request Form, including the California Road System (CRS) maps, and authorizes City staff to subrnit the Functional Classification Change Request Form and CRS maps to Caltrans.
