CITY COUNCIL OF THE CITY OF CHULA VISTA
JUNE 11, 2001 4:00 P.M.
An Adjourned Regular Meeting of the City Council of the City of Chula Vista was called to order at
4:05 p.m. in the Council Conference Room, located in City Hall, 276 Fourth Avenue, Chula Vista,
California.
1. ROLL CALL
PRESENT: Councilmembers Davis, Padilla, Rindone, Salas, and Mayor Horton.
(Councilmember Padilla arrived at 4:06 p.m., and Councilmember Rindone
arrived at 4:11 p.m.)
ABSENT: None
ALSO PRESENT: City Manager Rowlands, Assistant City Attorney Googins, City
Clerk Bigelow
2. BUDGET HEARINGS
I. Deputy City Manager Powell presented an overview of the Fiscal Year 2002/2003
budget.
II. COMMUNITY DEVELOPMENT DEPARTMENT
Community Development Director Salomone presented the department's proposed
budget for Fiscal Year 2002-2003, emphasizing the following key programs: South
Bay enterprise zone; economic development strategy; San Diego Regional EDC
investment; expansion of the downtown storefront project; and renovation and
revitalization of downtown Third Avenue.
ACTION: Councilmember Padilla moved to conceptually approve the proposed budget for the
Community Development Department. Deputy Mayor Davis seconded the motion,
and it carried 5-0.
Councilmember Padilla left the room at 5:15 p.m.
III. PUBLIC LIBRARY
Deputy City Manager Palmer presented the Library's proposed budget for Fiscal
Year 2002-2003. Mr. Palmer demonstrated the Library's automated "Chula Vista
Links" program and discussed new technology impacts on Library services; the
Rancho Del Rey library; additional business hours at South Chula Vista Library in
years 2002 and 2003; and additional DASH sites.
ACTION: Councilmember Rindone moved to conceptually approve the proposed budget for the
Library. Deputy Mayor Davis seconded the motion, and it carried 4-0, with
Councilmember Padilla no longer present.
BUDGET HEARINGS (Continued)
IV. PARKS AND RECREATION DEPARTMENT
Parks and Recreation Director Campbell presented the department's proposed budget
for Fiscal Year 2002-2003 and discussed the proposed enhancements for Heritage
Park; neighborhood programs; and the re-introduction of dance recitals. Mr.
Campbell also summarized the plans for five community parks; seven neighborhood
parks; one mega park; and a skate park.
Armando Gomez, 856 Cedar Avenue, requested that the tennis courts in Eucalyptus Park be
expanded from four to eight or twelve courts.
Charlie Villalobos, a Chula Vista resident, proposed that the use of the tennis courts be monitored by
a non-profit organization that would have the ability to enforce roles and provide more organization.
ACTION: Deputy Mayor Davis moved to conceptually approve the proposed budget for the
Parks and Recreation Department. Councilmember Salas seconded the motion, and it
carried 4-0.
Mayor Horton left the room at 5:40 p.m.
V. FIRE DEPARTMENT
Fire Chief Hardiman presented the Depamnent's proposed budget for FY 2002-2003,
highlighting the Heartland dispatch agreement; equipment replacement; and future
apparatus needs.
ACTION: Councilmember Rindone moved to conceptually approve the proposed budget for the
Fire Department. Councilmember Salas seconded the motion, and it carried 3-0.
Mayor Horton retumed at 5:45 p.m.
VI. POLICE DEPARTMENT
Police Chief Emerson presented the Police Department's proposed budget for Fiscal
Year 2002-2003, highlighting team policing; the advanced hire program; the
enhancement of investigative services; school resource officers; grants; and future
issues.
ACTION: Deputy Mayor Davis moved to conceptually approve the proposed budget for the -
Police Department. Councilmember Salas seconded the motion, and it carried 4-0.

4:00 p.m. in the Council Conference Room.
