Adjoumed Meetings of the City Council, Growth Management Oversight Commission and Planning Commission of the City of Chula Vista were called to order at 4:10 p.m. in the Council Conference Room, located in the Administration Building, 276 Fourth Avenue, Chula Vista, Califomia. On roll call, there were: PRESENT: Councilmembers: Davis, Padilla, Rindone (arriving at 4:20 p.m.), Salas, and Mayor Horton Growth Management Oversight Commissioners: Dull (arriving at 4:30 p.m.), Garcia, Munoz, O'Neill, Perez, Spethman, Tripp, Tugenberg, and Chair Gray Planning Commissioners: Castaneda (arriving at 4:26 p.m.), Cortes (arriving at 5:00 p.m.), Hall, McCann, O'Neill, Willett, and Chair Thomas ALSO PRESENT: Assistant City Attorney Miesfeld and City Clerk Bigelow BUSINESS 1. PUBLIC HEARING FOR REVIEW AND CONSIDERATION OF THE GROWTH MANAGEMENT OVERSIGHT COMMISSION'S (GMOC) 2000 ANNUAL REPORT (PCM-01-06) On May 3, 2001, the GMOC finalized its 2000 annual report to Council regarding compliance with the City's eleven quality-of-life threshold standards. The report focuses on the period from July 1, 1999 through Jtme 30, 2000, although issues identified in the second half of 2000 and early 2001 are also included where pertinent. The GMOC will discuss its findings and recommendations with the Cotmcil and Planning Commission. GMOC Chair Gray presented the GMOC's 2000 Annual Report on thresholds and recommendations. Planning Commissioner Castaneda expressed concem with the recommendation to change the thresholds for Police and Fire. He stated that Council should look at the request and justification and added that with new technology and additional officers, perhaps there was no need to alter the original thresholds. Planning Commissioner McCann expressed the need for additional parks and for the Parks Master Plan to be completed as soon as possible. PUBLIC HEARING (Continued) ACTION: Planning Commissioner Willett moved to accept the GMOC's 2000 Annual Report and recommendations as presented therein and to recommend that Council do the same. Commissioner O'Neill seconded the motion, and it carried 7-0. ACTION: Deputy Mayor Davis moved to accept the GMOC's 2000 Annual Report and recommendations contained therein; and to direct the City Manager to undertake actions necessary to implement those recommendations as presented in the "2000 GMOC recommendations/Proposed Implementing Actions Summary." Councilmember Padilla seconded the motion, and it carried 5-0. Councilmember Rindone requested that staff note his comments and the suggestions made by the Council and Planning Commissioners. 2. ACTION TO CONSIDER ACCEPTANCE OF A REPORT ON TRAFFIC ISSUES City staff has been working with representatives of the development community to evaluate current traffic capacity issues in Eastem Chula Vista. Staff is recommending a three-prong program to address these issues: A. Evaluation of possible roadway improvements that would enhance traffic capacity in certain critical locations B. Evaluation of transportation demand management measures that could reduce traffic impacts during peak commute periods C. An enhanced development monitoring and traffic threshold monitoring program to ensure that traffic threshold standards are not exceeded Senior Civil Engineer A1-Agha reported on the traffic issues. Councilmember Rindone requested that staff again look into the possibility of adding a third lane on the H Street bridge. ACTION: Mayor Horton moved to accept the report as amended by Councilmember Rindone to request staff to review the possibility of a third lane on the H Street bridge. Deputy Mayor Davis seconded the motion, and it carried 5-0. ORAL COMMUNICATIONS There were none.
