Funds for thi s program were budgeted in FY 1991-92. Work includes removal of a11igatored pavement areas and placement of asphalt concrete overlay 1-1/2 or 2 inches thick on a non-woven pavement rei nforci ng fabri c. It also includes cold planing of existing A.C. near the lip of gutter, traffic signal loops, traffic control, and other miscellaneous work. REC~ENDATION: That Council: 1. Waive two minor irregularities in V.R. Dennis Construction Co.'s bid. 2. Accept bids and award contract to V. R. Dennis Construction Co. in the amount of $684,138.59. 3. Authori ze City Engineer to execute change order in the amount not to exceed $90,300 with V.R. Dennis Construction Co. to include additional streets requiring a 1-1/2 inch thick asphalt concrete overlay on a non-woven pavement reinforcing fabric to util ize all funds budgeted for thi s project. Asphalt, Inc. - E1 Cajon 884,853.03 1'--1 . ._.·..M -_.."---------.---- Page 2, Item ,'- Meeting Date 1/7/92 The bid by V.R. Dennis Construction Co. had two minor irregularities in their bid. The fi rst was in regard to not 1 i sti ng either the addresses of thei r subcontractors or the doll ar amounts on the designation of subcontractors form. The bi d documents elsewhere set forth the subcontractor amounts, and subsequent to the bid, V.R. Dennis Co. verified for staff those same dollar amounts for each of the subcontractors listed in the bid. The addresses have been subsequently provided and verified and their absence from the form is not considered signifi"cant. The second i rregul arity concerned incomplete information on the disclosure statement. This has also subsequently been corrected and a copy of the completed disclosure statement is attached to the A-113, It is, therefore, recommended that Counc il waive these two minor i rregul ari ties. The low bid by V. R. Dennis Construction Co. is below the Engineer's estimate of $803,456.31 by $119,317.72 or 14.9%. We have reviewed the low bid and recommend awarding the contract to V.R. Dennis Construction Co. Incl uded in the speci fi cat ions was a requi rement that the Contractor provide . staff with a list of three projects that were for similar type of work. V.R. Dennis has provided us wi th that information and we have checked the references. Their work has been quite satisfactory. Staff received an excellent bid for the proposed work, well below that anticipated. In comparing this year's low bid with last year's low bid, the actual prices overall are lower this year. Thi s project was budgeted as an overl ay project based on a fi xed amount of budgeted funds in the Capital Improvement Program (CIP). At the time the project was approved by the City Council, specific streets to be overlaid were not identified. A list of streets was prepared and staff bid the project from this 1 ist. The streets included in the bid to be overlaid were as follows: I. Cedar Avenue, L Street to south end 2. Garrett Avenue, I Street to J Street 3. East Park Lane, Halsey Street to J Street 4. Fifth Avenue, 120 ft. north of Westby Street to 360 ft. south of Arizona St. Because of this excellent bid, staff is requesting Council's authorization for the Director of Public Works to execute a change order in the amount not to exceed $90,300 with V.R. Dennis Construction Co. such that we may utilize all the funds currently budgeted in this year's CIP for pavement overlay. Additional streets needed to be overlaid are listed below in priority. We plan to ut 11 i ze ava 11 abl e funds to place an 1-1/2 inch overl ay on non-woven pavement fabric on these additional streets. 1. Nacion Avenue, J Street to Telegraph Canyon Road 2. R. Dennis Construction Co. is below the Engineer's estimate of $803,456.31 by $119,317.72 or 14.9% and staff recommends awarding the contract to V.R.
