Their project also includes the wideni ng of Mai n Street under the new bridges east of Industri a 1 Boul evard. MTDB has requested permission to temporarily close Main Street near Industrial Avenue to provide a clear area for construction equipment to allow for the reconstruction of the trolley bridge. According to City Council Policy #576-15. The Council is required to be notified in advance of such closure, and Vehicle Code Section 21101 authorizes Council to approve the requested temporary closing by ordinance or resolution. RECOMMENDATION: Approve the resolution subject to the conditions noted. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The Metropol itan Transit Development Board (MTDB) wants to close Main Street for one night to remove the east trolley bridge at Main Street just east of Industri a 1 Boul evard. The current pl ate gi rder structure wi 11 be removed by the contractor. Since the existing bridge will be removed by a crane, dismantled and then relocated, MTDB is requesting that the entire roadway be closed during this phase of work. To minimize disruption of traffic, this phase of work will be performed at night between the hours of 11 :00 p.m. and 5:00 a.m. Main Street will be closed for no more than two consecutive nights for thi s phase of work. Mai n Street traffi c wi 11 be di verted to alternate parallel routes such as Anita Street, to the north, and Palm Avenue, within the City of San Diego, to the south. This detour should affect only 4% of the daily traffic (430 westbound and 350 eastbound vehicles). The west trolley bri dge wi 11 be replaced duri ng Phase 2 of the contract to occur in around B months. At that time, it will again be necessary to temporarily close Main Street. The contractor has estimated the bridge removal to occur sometime within the peri od between Thursday, January 9 and Thursday, January 30 and again in the summer of 1992. Staff is recommending that the temporary road closure be approved subject to the following conditions: 1. The closure of Main Street east of Industrial Boulevard occur between the hours of 11:00 p,m. and 5:00 a.m. 2. The closure of Main Street be 1 imited to no more than two consecutive nights for each phase of work or as deemed necessary by the City Engineer. 4. The contractor submit a traffi c control plan subject to approval by the Engineering Department. 5. The contractor to notify the Chula Vista Pol ice Department, the Chul a Vista Fire Department and Publ ic Works Department at least 48 hours in advance of the road closure. 6. The contractor make avail abl e to all 1 isted above, 24-hour emergency telephone numbers and contact personnel. 7. No closure shall be effective until signs are erected by MTDB or its contractor not i fyi ng the pub 1 i c of the closure, in accordance with Vehicle Code Section 21103. Such signs shall be posted no less than 48 hours in advance of the road closure. The Traffic Engineering staff recommends approval of the request for a temporary 1 ate night closure of Ma in Street in the vicinity of Industrial Boulevard to allow for the removal of the east MTDB trolley bridge. His exact date is not known at this time, but our review shows that this is a reasonable time frame. Please process the necessary council agenda item for the closure of Main Street. '~\I YJ "" J 0 Š 1'.',,_-:.. _. }, " , /&;-7 RESOLUTION NO. 1111./.57 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A LATE EVENING TEMPORARY CLOSURE FOR MAIN STREET AT THE MTDB TROLLEY CROSSING WHEREAS, the Metropolitan Transit Board (MTDB) has requested permission to temporarily close Main Street near Industrial Avenue to provide a clear area for construction equipment to allow for the reconstruction of the trolley bridge; and WHEREAS, California Vehicle Code §21101 authorizes the city council to adopt a resolution establishing rules and regulations for the requested temporary closing. NOW, THEREFORE, BE IT RESOLVED that the City Council of the city of Chula vista does hereby approve a late evening temporary closure for Main Street at the MTDB Trolley crossing subject to the following conditions: 1. The closure of Main Street east of Industrial Boulevard occur between the hours of 11:00 p.m. and 5:00 a.m. 2. After 5:00 a.m., the road will be opened to allow for normal traffic flow. 3. The closure of Main Street be limited to no more than two consecutive nights for each phase of work or as deemed necessary by the city Engineer. 4. The contractor submit a traffic control plan subject to approval by the Engineering Department, 5. The contractor to notify the Chula vista Police Department, the Chula vista Fire Department and Public Works Department at least 48 hours in advance of the road closure. 6. The contractor make available to all listed above, 24- hour emergency telephone numbers and contact personnel. 7. No closure shall be effective until signs are erected by MTDB or its contractor notifying the public of the closure in accordance with Vehicle Code §21103.
