As part of the City/County joint staffing plan for the Otay Ranch Project, Mr.
Duane Bazzel, the senior planner in charge of the Administrative Division of
the Planning Department, has been working nearly full time on the Otay Ranch
Project Team. In response to the need to backfi 11 thi s posit ion, in October
1990, the City Counc il authorized the hiring of Bud Gray as a contract
planner. Since the Otay Ranch Plan is expected to require Mr. Bazzel's
services until the adoption of the plan, there is a need to extend the
existing contract planner agreement to June 30, 1992.
RECOMMENDATION: That Council approve the attached resolution and authorize ¡
the Mayor to execute the extension of the agreement on behalf of the City
Counc il .
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
From October 1990 to the present, the Senior Planner position in the Planning
Department's Administrative Division has been fi 11 ed by Mr. Gray as a
temporary contract planner. Mr. Duane Bazze 1 has been assigned to the Otay
Ranch Project from its inception to provide City planning input to the project
and to ensure continuity in the implementation of the Otay Ranch Plan later
on. This project will require Mr. Bazzel's continued involvement through the
first half of 1992.
The work program for the Administrative Division continues to involve staff
support to the Growth Management Oversight Commission, Growth Management
Program Implementation, such as the Water Offset Pol icy, and City Counc il
referrals. Future assignments will include participation in the SR 125
interim facility financing plan, review of project publ ic facil ity financing
pl ans, and the Growth Management Oversi ght Commi ssi on annual review. These
assignments will require approximately 20 hours per week during the six-month
contract peri od. Due to the overall workload within the department, it would
not be feasible to transfer these duties to other staff without significantly
affecting the completion dates for other projects.
It is proposed that Bud Gray be returned for 20 hours per week for a six-month
period ending on June 30, 1992, at a rate of $75 per hour. This hourly rate
compares to rates for other planning consultants currently used by the City as
follows:
Lettieri-McIntyre $85 per hour
RBF $95 per hour
Gary Cinti & Associates $75-100 per hour

In terms of overall cost to the City of utilizing consultant services in this
case, a cost comparison was prepared by the Planning Department staff and the
Budget Manager. This comparison indicated that the total cost of ut il i zing
this consultant to perform the services as proposed would be $40,500, whereas
the comparable cost of util izing City staff to perform the same services
(including full cost recovery factor) would be $76,489. Util izing a staff
Senior Pl anner for the project (excl uding full cost recovery factor) would be
$35,872.00. Note: This would not include typical secretarial services. The
primary issue in not extending this contract would involve the necessary
learning curve and timing of hiring a permanent staff person or another
consultant to perform the work now assigned to Mr. Gray.
In addi t i on to backfi 11 i ng the Seni or Pl anner posi t i on for 20 hours per week
from January through June 1992, Bud Gray is also worki ng for the Ci ty under
two other contracts. It is estimated that work on those two projects
identified as: 1) EastLake Vi 11 age Center, Kaiser Permanente, and Eastlake
Greens General Development Pl an and SPA Amendment; and 2) San Miguel Ranch
General Development Plan and SPA Plan will involve additional payments to the
consultant during this period which will be fully paid by the project
applicant through deposit accounts.
In order for the Planning Department to carry out its projects and assignments
in these areas, the contract planner services agreement needs to be extended
until Mr. Bazzel returns to his normal duties following the completion of the
Otay Ranch project in the summer of 1992. The Planning Department will be
address i ng long-term staffi ng needs related to Otay Ranch project in its FY
1993 budget submittal.
FI SCAl IMPACT: The estimated cost of this contract extension to June 30,
1992 is $40,500, based on a rate of $75 per hour, which has been included in
the Pl anni ng Department budget for FY 1991-92 in Account No. 100-0621-5201.
I f the Otay Ranch Project is completed pri or to June 30, 1992, the contract
amendment makes provision for termi nat i ng thi s contract extension pri or to
June 30, 1992. There will be no impact on the General Fund, because developer
deposits for the Otay Ranch Project offset the cost of the contract planner.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA RATIFYING A FIRST AMENDMENT TO
AGREEMENT EXTENDING THE CONTRACT FOR SERVICES OF
BUD GRAY AS A TEMPORARY REPLACEMENT FOR A SENIOR
PLANNER IN THE PLANNING DEPARTMENT TO JUNE 30,
1992, AND AUTHORIZING THE MAYOR TO EXECUTE SAID
CONTRACT
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the City of Chula Vista contracted with Mr. Bud Gray to fill
a temporary Senior Planner vacancy within the Administrative Division of the
planning Department on October 9, 1990; and
WHEREAS, the Planning Department is not expecting the return of the
Senior Planner from the Otay Ranch and Salt Creek Ranch projects until the end
of fiscal year 1991-92; and
WHEREAS , there is a need to continue Mr. Gray's services until the
end of this fiscal year to maintain work schedules on several critical
planning projects within the Planning Department such as support to the Growth
Management Program, including the GMOC Annual Threshold Standards review.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby approve the First Amendment to the Agreement between
the City of Chula vista and Bud Gray and Associates, for professional planning
services as replacement for the Senior Planner in the Administrative Division,
known as document number C092- , a copy of which is on file in the Office of
the City Clerk.

FIRST AMENDMENT TO AGREEMENT WITH BUD GRAY AND ASSSOCIATES FOR
CONTRACT PLANNER SERVICES
This First Amendment to Agreement is entered into this 7th day of January, 1992, between
the City of Chula Vista, a municipal corporation ("City"), and Bud Gray and Associates, a
professional consulting firm (' Consultant").
RECITALS
A. WHEREAS, Consultant and City have previously entered into an agreement
on October 9, 1990 by Resolution No. 15896 whereby Consultant performs professional
planning services, and
B. WHEREAS, City continues to require additional professional planning
services until the Senior Planner assigned to the Otay Ranch Project Team returns to normal
assignments, and
C. WHEREAS, Consultant's agreement expired on December 31,1991, and
D. WHEREAS, Consultant warrants and represents that they are experienced
and staffed in a manner such that they are and can prepare and deliver the services required
of Consultant to City within the time frames herein provided all in accordance with the terms
and conditions of this First Amendment to Agreement.
NOW, THEREFORE, in consideration of the foregoing recitals and the covenants and
conditions set forth in this First Amendment to Agreement, the parties agree that the
existing agreement is amended as follows:
1. The recitals set forth above are hereby incorporated into the agreement.
2. Paragraph VIII is amended to read: "This Agreement shall become effective upon
execution by the Mayor as authorized and shall terminate June 30, 1992.'
3. Paragraph IX is amended by adding a sentence thereto at the end which reads:
'For services performed between January 1 and June 30,1992, total compensation
shall not exceed $40,500.00."
4. All other terms and conditions not amended by this First Amendment to
Agreement remain in full force and effect.

IN WITNESS WHEREOF, the parties have executed this First Amendment to Agreement as
of the date set forth above. All signed copies of this First Amendment to Agreement shall
be deemed originals.
